مديريت داراييهاي فكري در پژوهشگاه‌هاي دولتي ايران: يك مطالعه چند موردي

Intellectual Property Management in Iranian Public Research Institutes: A Multiple Case Study

امروزه تغييرات سريع در نيازهاي مشتريان، خلق، توسعه و بهره‌برداري از دارايي‌هاي فكري را به موضوعي كليدي درتوسعه فناوري تبديل كرده است. يكي از نهادهاي اصلي توسعه‌دهنده فناوري در اغلب كشورها، پژوهشگاه‌هاي دولتي هستند. اما نگاهي به دستاوردهاي پژوهشگاه‌هاي دولتي ايران سال‌هاي گذشته نشان مي‌دهد كه با وجود توانمندي‌هاي فراوان در انجام پژوهش، بسياري از آنها در امر مستند‌سازي و مديريت دارايي‌هاي فكري ناموفق عمل كرده‌اند. بنابراين هدف اصلي اين تحقيق، بررسي نحوه مديريت دارايي‌هاي فكري در پژوهشگاه‌هاي دولتي ايران و شناسايي مشكلات و كاستي‌هاي موجود است. به همين سبب در اين تحقيق پس از مروري گذرا بر ادبيات تحقيق و طبقه‌بندي برخي از مفاهيم ارايه شده در حوزه مديريت دارايي‌هاي فكري، با بررسي فعاليت‌هاي سه پژوهشگاه دولتي ايران در زمينه مديريت مالكيت فكري، توصيه‌ها و ملاحظاتي به مديران و سياستگذاران فعال در عرصه توسعه علم و فناوري كشور براي افزايش موفقيت مديريت دارايي‌هاي فكري در پژوهشگاه‌هاي دولتي كشور ارايه شده است.

Nowadays the rapid changes in customer needs have made the creation, development and utilization of intellectual property a key issue in the development of technology. In most countries, public research institutes are one of the main institutes which support technology development. However, by looking at the past achievements of these institutes in Iran, one can see that despite great capabilities in doing research, many of them have failed in documentation and management of the intellectual property. Thus, the main goal of this research is to investigate the method of intellectual property management of Iranian public research institutes and identifying their problems. Therefore, in this study, after reviewing the literature and classifying some of the concepts presented in the literature of intellectual property management, some recommendations and considerations are presented to the managers and policy makers in the area of science and technology development by examining the activities of three public research institutes that work in the field of intellectual property management in order to increase the success of the management of intellectual property at these institutes in the country.
