مدل تحليل ديپلماسي علم و فناوري در يك كشور

A Conceptual Model for S&T Diplomacy Analysis at National Level

اين مقاله با هدف معرفي يك مدل مفهومي براي تحليل كاركرد ديپلماسي علم و فناوري در يك كشور تدوين شده و داراي دو بخش است: بخش نخست به معرفي حوزه بين‌رشته‌اي ديپلماسي علم و فناوري، رابطه آن با مطالعات امنيت و اقتصاد نوآوري و مرزبندي‌هاي آن با رشته‌هاي همجوار مي‌پردازد. در بخش دوم، مدلي با دو ركن اساسي دكترين امنيتي و نظام نوآوري در يك كشور براي تحليل كاركرد ديپلماسي فناوري در يك كشور ارايه مي‌شود. در اين مدل نگرش انتخابي به نظام نوآوري، نگرش كاركردي است. برمبناي اين مدل، تحليلگر مي‌تواند كاركرد همكاري‌هاي علمي و فناوري بين‌لمللي يك كشور را در چارچوب هفت كاركرد مشخص نظام نوآوري از ديدگاه افزايش يا كاهش عامل «قدرت به‌مثابه ابزار» و «قدرت به‌مثابه هدف» ارزيابي كند.

This paper aims to present a conceptual model to evaluate the performance of science and technology diplomacy at national level. It is divided into two parts: the first part is an introductory to the multidisciplinary field of “Science and Technology Diplomacy “and its relations with “Security Studies” and “Innovation Economics” and other similar fields. In the second part, the paper develops a conceptual model with two pillars: security doctrine and Innovation System. The selected Innovation System approach here is functional upon which based on its seven innovation functions, researchers can analyze S&T cooperation. The result is finally evaluated on the basis of increasing or decreasing the factor of “power as an instrument “and the factor of “power as an objective” of a nation at international level
