تحليل بررسي تاثير اقدامات كنترلي كشور تركيه بر امنيت مرزهاي آذربايجان غربي

The Analysis of the Effect of Turkeyʹs Controlling Measures on the Security of West Azerbaijan Borders

تركيه از كشورهاي قدرتمند و با اهميت منطقه مي باشد كه بيش از 566/1 كيلومتر با استان آذربايجان غربي مرز مشترك دارد. در حال حاضر وضعيت توپوگرافي خاص مناطق مرزي ايران با تركيه كه انجام عمليات نظامي، ديده باني و نظارت را در اين مناطق بسيار مشكل نموده، وجود پيوستگي جغرافيايي مناطق كردنشين دو سوي مرز، فعاليت گروه هاي معاند و تروريست كرد و حمايت دولت هاي فرامنطقه اي از اين گروه ها از موجبات تهديد امنيت ملي هر دو كشور محسوب مي گردد. لذا براي مقابله با اين تهديدات، ج.ا.ايران و تركيه در اوايل سال 1386 اقدام به تشديد اقدامات كنترلي در مرزهاي خود نمودند. تحقيق حاضر از نوع پيمايشي و ميداني و از نظر هدف كاربردي مي باشد. گردآوري داده ها با استفاده از پرسشنامه باز و بسته 5 گزينه اي ليكرت انجام گرفته است. جامعه آماري تعداد 120 نفر شامل مرزبانان درجه 1 و 2، فرماندهان و جانشينان پاسگاه هاي مرزي و مسئولين امنيتي و معاونين سياسي و امنيتي مرزباني استان آذربايجان غربي مي-باشد. سؤال تحقيق، بررسي ميزان تاثير اقدامات كنترلي كشور تركيه در مرزهاي مشترك با استان آ.غربي بر امنيت مرز دو كشور مي¬باشد؟ جهت دستيابي به پاسخ، اقدام به بررسي اسناد و گزارشات موجود در هنگ¬هاي مرزي استان آذربايجان غربي هم مرز با كشور تركيه گرديد و روش مشاهده و مصاحبه هم در برنامه كاري قرار گرفت. نتايج تحقيق نشان مي دهد كه تاثير كشور تركيه بر امنيت مرزهاي آذربايجان غربي بسيار موثر است (P<0/001) لذا اجراي طرح انسداد در مرزها و ايجاد عهدنامه مرزي، تغييرات مثبت و محسوسي در امنيت مرز مشترك دو كشور خواهد داشت.

Turkey is a powerful and important country in the region and it has more than 566/1 km long common border with West Azerbaijan province. Currently, the particular topography of Iranʹs border areas with Turkey makes the military operations, monitoring and controlling difficult in these areas and the geographical continuity of Kurdish areas on both sides of the border, opposition groupsʹ activities and Kurdish terroristsʹ activities and trans-regional government support from these groups are considered as the national security threats of both countries. Therefore, in order to deal with these threats, the Islamic Republic of Iran and Turkey in early 2007 were to tighten controlling measures at their borders. The present study is of a survey and field study and in terms of its objective it is considered as an applied research type. The data were collected using a Likert 5-choice open and closed questionnaire. The statistical population of the study consisted of 120 individuals including Grade 1 and 2 border guards, generals and successors of border outposts and security and political assistants and security guards of West Azerbaijan. The research question addresses the analysis of the effect of Turkeyʹs controlling measures on the security of West Azerbaijan common borders with Turkey. To obtain the answer, documents and reports in the border regiments of West Azerbaijan Province on the border with Turkey were examined observation and interviews were also employed. The results showed that the influence of Turkey on the border security of West Azerbaijan is very strong (p<.001). Therefore, implementing the border blockage project and creating border agreement will have positive and significant changes in the security of our common borders
