خود مختاري كردستان عراق و چالش هاي پيش روي جمهوري اسلامي ايران

Iraqi Kurdish Autonomy and the Challenges for the Islamic Republic of Iran

تشكيل حكومت خودمختار در كردستان عراق در سال هاي اخير به دلايلي از جمله همجواري با منطقه كردنشين كشورمان كه داراي عقايد، فرهنگ و آداب و رسوم مشترك با آنهاست مي تواند با برانگيختن احساسات قوميتي، چالش امنيتي براي كشور ايجاد نمايد. تاكنون به دليل وجود ميراث و تاريخ مشترك، تجانس فرهنگي و ريشه زباني مشترك كردهاي ايران با ديگر هموطنان، آنها به سان ديگر كردهاي منطقه با دولت مركزي دچار چالش نشدند اما برخي مسائل پس از حمله آمريكا به عراق و تشكيل دولت و قانون اساسي جديد مي تواند چالش هاي امنيتي براي جمهوري اسلامي ايران ايجاد كند. در اين پژوهش نويسندگان درصدد هستند با روش تبييني- علّي به اين سوال پاسخ دهند كه تحولات كردستان عراق و ايجاد حكومت خودمختار چه تأثيرات امنيتي براي جمهوري اسلامي ايران خواهد داشت؟ ايجاد منطقه خودمختار كردي در شمال عراق همراه با افزايش اختيارات سياسي و تبديل آن به الگوي برتر سياسي- اجتماعي هويت بخش به تقويت گرايش هاي تجزيه طلبانه كردهاي داخل كشور منجر مي شود. اين مقاله چالش هاي امنيتي خودمختاري منطقه شمال عراق را از منظر مكتب كپنهاگ بررسي مي كند.

The formation of an autonomous government in Iraqi Kurdistan in recent years can make challenges for the countryʹs security by arousing ethnic feelings for some reasons, including proximity to the Kurdish region of our country with ideas, culture and customs shared with them. So far, due to the common heritage and history, a common language root and cultural homogeneity with other people, like other Kurds in the region, no challenges has occurred between Iranian Kurds and the central government, but some issues after the US invasion of Iraq and the formation of a new government can make security challenges to the Islamic Republic of Iran. In this study, using an explanatory method, the authors seek to answer the following question: what effects the developments in Iraq and the establishment of Kurdistan autonomous government will have in the security for the Islamic Republic of Iran? Establishing an autonomous Kurdish region in northern Iraq with the increased political power and transforming it into an identity-making social-political top model would lead to strengthening the Kurdish separatistsʹ tendencies inside the country. This article investigates the security challenges of autonomous region in northern Iraq from the Copenhagen School perspective.
