واكاوي پديده ي شهر- منطقه والزامات مفهومي آن براي نواحي شهري ايران مطالعه موردي: منطقه كلان‌شهري مشهد

Analysis the Phenomenon of City-region And its Conceptual Requirements for Urban Areas in Iran (Case study: Mashhad Metropolitan Region)

مشكلات پيش روي كلان‌شهرها در چند دهه ي اخير و عدم توانايي مديران شهري براي حل اين مشكلات، توجه نظريه پردازان را به مقياسي فراتر از كلان‌شهرها يعني سطح منطقه جلب نمود. از پديده هاي فضايي نوين جهاني در سطح منطقه، پديدار شدن ساختاري است كه به "شهر- منطقه" تعبير شده است. مفهوم دقيق و روشن اين پديده همواره با ابهاماتي روبرو بوده است. در اين ارتباط، هدف اين پژوهش واكاوي مفهوم شهر- منطقه و همچنين يافتن پاسخي براي اين سوال است كه بنابر الزامات مفهوم شهر- منطقه‌اي مي توان اين اصطلاح را براي مناطق كلان شهري ايران (منطقه كلان‌شهري مشهد) استفاده نمود يا خير. بنابراين، براي انجام اين مقايسه‌ي تطبيقي در ابتدا تعاريف مختلف شهر- منطقه و نقش ها و عملكردهاي آن بررسي گرديد. در اين گذار، سه مولفه ي اصلي روابط عملكردي، روابط مديريتي و رقابت پذيري جهاني استخراج و جمع بندي نظري شد. همچنين تبيين گرديد كه شهر- منطقه مي تواند تك-هسته اي يا چندهسته اي باشد كه در هرحال به موازات تقسيمات تخصصي و چندگانه درونش، مجموعه‌اي همكنش و برخوردار از صرفه‌جويي‌هاي ناشي از مقياس است. بررسي تطبيقي اين مولفه ها با ويژگي هاي نظام مديريتي و برنامه ريزي فضايي در منطقه ي كلان‌شهري مشهد گوياي آن است كه تنها مولفه ي روابط عملكردي براي اين منطقه صدق مي كند. در واقع، از يك سو ويژگي يكپارچگي نهادي- حكومتي در منطقه ي كلان‌شهري مشهد رعايت نشده است و از سوي ديگر با توجه به آنكه اين منطقه از ظرفيت‌هاي لازم براي ورود به مباحث رقابت پذيري جهاني برخوردار نيست لذا مي توان گفت كه ويژگي رقابت پذيري در سطح فرامنطقه اي براي منطقه ي كلان‌شهري مشهد صدق نمي كند. از اين رو پيشنهاد مي شود به جاي واژه ي شهر- منطقه، از واژگاني همچون "مناطق كلان‌شهري" در ايران استفاده نمود.

Problems faced with the metropolitan in recent decades and the inability of municipal managers to solve these problems, draw the attention of theorists to a scale beyond the metropolis, i.e. was attracted to the region level. A new spatial global phenomena in the region, is a structure is interpreted as "city-region". The clear and exact meaning of this phenomenon has always been faced with confusion. So, the aim of this study was to explore the concept of city-region and also find the answer to this question that according to the requirements of the city-regionʹs concept, can this term be used for metropolitan area of Iran (Mashhad metropolitan region) or not. Thus, firstly, different definitions of city-regions and the roles and functions assigned to it in the specialized literature have been reviewed. In this transition, the three main components of functional relationships, management relationship and global competitiveness were extracted and summarized. Comparative analysis of these components with the features of management and spatial planning system in Mashhad metropolitan suggests that only the functional relationship applies to metropolitan cities of this region. In fact, the feature of governmental – institutional integrity has not been observed in Mashhad metropolitan district on one hand and on the other hand, this district has not the required capacities for entering in to the discussions relevant with the world Competitiveness, therefore, it can be said that the Competitiveness feature at cross regional does not apply for Mashhad metropolitan district. Therefore, it is recommended to use the term of "metropolitan regions" instead of "city-region" in Iran.
