تغييرات و تحولات سريع و پيچيده در عرصه‌هاي مختلف اجتماعي از جمله؛ تغيير در كميت، كيفيت و تراكم جمعيت، تغيير در مطالبات و نيازهاي جامعه و حاكميت از پليس، تغيير در فن‌آوري ارتباطات و اطلاعات، تغيير در زيرساخت‌هاي شهري (افزايش طولي و سطحي شهرها)، ورود كنش‌گران جديد و اثرگذار در تحولات اجتماعي (سمن‌ها)، تغيير در كيفيت و كميت آسيب‌ها و جرايم، تنوع و تكثر پارادايم‌هاي فرهنگي و اجتماعي (از جمله تقابل تفكرات سنتي، مدرنيته و پست مدرنيته و همچنين؛ تغيير پارادايم به مقوله امنيت از نگاه محدودنگر به نگاه پهنانگر و .... باعث بروز بازده نزولي عملكرد پليس در حفظ و استقرار نظم و امنيت و توسعه انضباط اجتماعي گرديده بود. بنابراين، پليس مي‌بايستي ضرورتاً همسو با تغييرات و تحولات اجتماعي و به منظور پاسخگويي به مطالبات جديد و نوظهور، نگرش و پارادايم خود را تغيير دهد. بر اين اساس، رويكرد جامعه‌محوري در پليس به عنوان چارچوب نظري رفتاري و عملكرد پليس به صورت طولي و از بالا به پايين مورد توجه و تاكيد قرار گرفت. اما؛ بيش از ده سال از مطرح شدن جدي «رويكرد پليس جامعه محوري» در نيروي انتظامي جمهوري اسلامي ايران مي‌گذرد، ولي برخي افراد به درستي معنا و مفهوم رويكرد جامعه محوري پليس را به خوبي درك نكرده اند. بنابراين؛ در اين مقاله سعي شده براي توسعه، دانش كاركنان پليس و آن هايي علاقمند مطالعه در خصوص ماموريت پليس مي باشند، مفاهيم پليس و اجتماع ارايه شود.

The use of information technology in organizations to facilitate access to services and expand the scope of services is increasing rapidly . This increasing dependence on information technology services to organizations and information technology service management, thus it has a special importance . In this regard, technical knowledge is necessary but not sufficient , in other words , having access to advanced technologies and skilled entrepreneur alone is not an important issue to be addressed , namely the management of information technology services . Information technology service management endeavors information technology services with accuracy, speed and higher quality applicants will be provided . The use of information technology service management frameworks and standards for the organization brings a lot of advantages . The purpose of this research framework and standards of information technology service management and selection of the most appropriate option is to use a deputy police ICT . To achieve this goal, the proposed standards and frameworks in the field of information technology service management are briefly described , then according to the characteristics of the Deputy Assistant ICT police and obtainexpert opinion based on the experiences of researchers and administrators , criteria for evaluating frameworks were developed. The proposed framework and standards in the field of information technology services are evaluated based on the proposed criteria .selected for use in the framework of police was appointed Deputy ICT .
