پايش سكونتگاه‌هاي روستايي پراكنده و كوچك در راستاي طرح‌هاي ساماندهي؛ مورد مطالعه دهستان شوسف شهرستان نهبندان

Monitoring of scatter and small rural settlements to reorganization plans)case study: Shusf district in Nehbandan county)

توسعه در هر سرزميني، در صورتي امكان پذير خواهد بود كه به تمامي جوامع توجه خاص بشود. جامعه روستايي و به ويژه روستاهاي پراكنده از اين گونه اند. روستاهاي پراكنده و كوچك، از لحاظ شاخص هاي توسعه انساني معمولاً در وضعيت پاييني قرار دارند و همين امر بررسي وضعيت اقتصادي و اجتماعي و ارائه يك رويكرد اساسي براي ارائه خدمات و ساماندهي آن ها را ضرورت مي بخشد. در اين تحقيق دهستان شوسف از شهرستان نهبندان مورد مطالعه قرار گرفته است كه در كمربند مرزي شرق كشور قرار گرفته و داراي سكونتگاه هاي كوچك با وضعيت نامطلوب فرهنگي و اقتصادي است. لذا هدف اين مقاله بررسي موانع و راهكارهاي فرا روي انجام طرح تجميع سكونتگاه هاي روستايي پراكنده و كوچك دهستان شوسف از لحاظ ابعاد اقتصادي, اجتماعي و زيستي مي باشد. تحقيق حاضر به لحاظ هدف، كاربردي و بر اساس ماهيت و روش، توصيفيتحليلي است. جامعه مورد مطالعه117 خانوار و حجم نمونه،80 خانوار تعيين گرديد. به منظور تجزيه و تحليل داده هاي آماري و تعيين سطوح معنا داري بين متغيرها از آزمون هاي t تك نمونه اي و آناليز واريانس يك طرفه (ANOVA) استفاده شد. نتايج نشان داد كه وضعيت اجتماعي فرهنگي سكونتگاه هاي مورد مطالعه داراي نمره اي برابر با 1.901و از حيث شرايط اقتصادي داراي نمره 1.2و ميانگين شرايط زيرساختي اين سكونتگاه ها 1.59 به دست آمد كه مؤيد وجود ضعف از اين منظر مي باشد. در كل بر اساس نتايج آناليز استنباطي آزمون ها مي توان اظهار داشت كه شرايط اجتماعي فرهنگي سكونتگاه هاي روستايي پراكنده و كوچك در سطح نامطلوبي قرار دارد. موانع پيش روي پروسه ساماندهي روستاهاي كوچك و پراكنده از ديدگاه روستائيان به طور عمده شامل وجود ظرفيتي اقتصادي توليدي (هر چند محدود) در فضاي سكونتگاه هاي كنوني و عدم رغبت روستائيان به ترك و رهاسازي آن مي باشد.

Sound development is only possible when equal opportunities are provided for all the communities within the developing territory. Small communities of dispersed rural settlements are no exceptions to this rule. However, human development indices in scattered small villages usually are usually very low.Therfore, in order to allocate proper funding and development resolutions, the study of economic and social situation in these settlements is of utmost importance. In this paper, thedistrict of Shusf in Nehbandan county, near the eastern borders of Iran with Afghanistan, has been studied. Shusf is comprised of small distant settlements with unfavorable social and economic conditions.The aims of this study were to reveal the social, economic obstacles to the Settlement Integration Program from the point of view of the inhabitants in these rural areas. The method chosen for this applied research is descriptive and analytical in consecutive steps. The study population consisted of 117 households, and sle size of 80 households. The onesle ttests and analysis of variance (ANOVA) was used to analyze statistical data and to determine the significant levels among the variables. Results showed that the social ndash cultural factors within these settlements have a 1.901 score and economic factors have a 1.2 score. The mean point of infrastructural conditions in these settlements obtained 1.59 which indicates a serious weakness. Therefore it can be concluded that the social cultural conditions of these small scattered settlements are unfavourable. Thus, some of the obstacles facing the Settlement Integration Program are the risk of losing the scarce yet existing livelihood choices and economic capacities of present setting, plus their general unwillingness to abandon their present familiar locale.
