Spatial Analysis of the Dispersion of Cultural Centers and Its Optimal Location, Case Study: Saqqez

توزيع بهينه كاربري ها و مراكز خدماتي مساله اي است كه اغلب برنامه‌ريزان شهري بر آن تاكيد دارند، چرا كه امروزه رشد پرشتاب جمعيت و گسترش كالبد شهرها، توزيع فضايي نامتناسب كاربري هاي شهري را دامن زده است. مراكز فرهنگي، از جمله كاربري هايي است كه توزيع و پراكنش آن در عرصه هاي شهري هم از بعد شهرسازي و هم به لحاظ عدالت اجتماعي حايز اهميت است. اينك هدف از اين پژوهش تحليل پراكنش مراكزفرهنگي در سطح شهر سقز و مكان‌يابي مراكز فرهنگي جديد با توجه به كمبود شهر مي‌باشد. روش انجام تحقيق توصيفي- تحليلي است. به منظور طبقه بندي و تجزيه و تحليل اطلاعات از مدل ANP ، شاخص‌هايMoranʹsI, MoranʹsI Anselin local و مدل تحليل شبكه استفاده شده‌ است. همچنين از نرم‌افزارهاي ARC/GIS و Super Decisions براي ترسيم لايه ها بهره گرفته شده ‌است. نتايج تحقيق بيانگر آن است كه با توجه به بررسي هاي به ‌عمل آمده از نحوه توزيع مراكز فرهنگي موجود و تعيين شعاع عملكردي استاندارد آن‌ها 11/41 درصد از مساحت شهر خارج از محدوده دسترسي به مراكز فرهنگي مي‌باشند و يافته هاي وضع موجود نشان مي دهد كه مراكز فرهنگي شهر سقز از نظر سازگاري با ساير كاربري ها و همچنين از نظر دسترسي، نامتناسب است. لذا با تلفيق لايه هاي مختلف كاربري هاي تاثير گذار، نقشه نهايي فضاهاي بهينه براي احداث مراكز فرهنگي جديد در 5 دسته از بسيارخوب تا بسيار ضعيف تقسيم بندي و پيشنهاد گرديد.

The optimal distribution of uses as well as service centers is an issue which urban planners often emphasize, as the rapid growth of population and city expansion has caused an inappropriate spatial distribution of urban uses. Cultural centers are an example of the uses whose distribution and dispersion are important in urban areas in terms of both urban development and social justice. The purpose of this study is to analyze the dispersion of the cultural centers in Saqqez city as well as to locate the new cultural centers according to the shortage in the city. The research method is descriptive-analytical. In order to classify and analyze the data, some models including ANP model and network analysis model, and MoranʹsI, Anselin local MoranʹsI indicators were used. Furthermore, the softwares ARC /GIS, and Super Decisions were employed to map layers. The results of this study indicates that according to the survey carried out, %41.11 of the city area is out of access to the cultural centers. The findings also reveal that the cultural centers in Saqqez city are inappropriate to other centers in terms of both compatibility and accessibility. Therefore, by integrating the various layers of influential uses, the final map of optimal spaces was suggested in order to build new cultural centers in 5 categories from very good to very weak.
