روش‌شناسي تهيه ارزيابي فرهنگي ـ اجتماعي براي طرح‌هاي اقتصادي

A Methodology for Development of Cultural-Social Assessment of Economic Plans

يكي از مسائلي كه همواره در اجراي طرح‌هاي اقتصادي وجود دارد، تبعات اجتماعي و فرهنگي همراه آنها است. ارزيابي‌هاي اجتماعي در دهه‌هاي اخير به‌صورت جدي در دنيا مطرح شده ولي ارزيابي فرهنگي هنوز در گام‌هاي آغازين راه است. در اين پژوهش با استفاده از جستجوي كتابخانه‌اي و مصاحبه و استفاده از روش طوفان مغزي در جلسات كارشناسي با حضور نخبگان علمي و اجرايي، فرايند ارزيابي طراحي و ارائه خواهد شد. براي اين منظور با طراحي و پيشنهاد شاخص‌هاي فرهنگي ـ اجتماعي بومي، زمينه‌اي براي محاسبه‌ و وزن‌دهي و برآوردسازي فرهنگي ـ اجتماعي براي هر طرح فراهم مي‌شود و با ارائه روشي آماري براي تلفيق نتايج گزارش امكان‌سنجي در زمينه‌هاي توجيه اقتصادي و ميزان برآورد الزامات فرهنگي و اجتماعي در طرح‌ها، روشي عملياتي براي ارزيابي فرهنگي اجتماعي ارائه خواهد شد. نتايج حاكي از آن است كه برخي از پروژه‌هايي كه در ارزيابي اقتصادي توجيه دارند، در مجموع با ارزيابي اقتصادي، فرهنگي و اجتماعي توجيه اجرايي پيدا نخواهند كرد و بالعكس.

One of the issues often relevant in implementation of economic plans is their social and cultural impacts. Over the past few decades, assessment of social impacts of development plans have been seriously put on the agenda in the world, but assessment of cultural impacts are still in their embryonic stages. The present paper is an attempt to introduce the process of cultural assessment through library study, interview and brainstorm among experts, scholars and executives. Thus, through designing and proposing indigenous culturalsocial indexes, the grounds will be prepared for calculation, weighing and estimation of culturalsocial impacts of each plan, and, in the next step, through introduction of a statistical method for integration of results of the report of economic feasibility and level of estimation of cultural and social requirements of plans, an operational method will be introduced for culturalsocial assessment. The findings of this study indicate that some of the economic projects which are economically feasible are not socially and culturally feasible and vise versa.
