فرض اصلي نويسندگان مقاله حاضر اين است كه «تنش‌زايي يا تعامل‌زايي تفاوت‌ها و تنوعات هويتي گروه‌هاي مختلف در حوزه‌هاي قومي،‌ زباني،‌ مذهبي، ‌.... نه امري ذاتي،‌ بلكه برآمده از طرز تلقي‌ها، ‌ادراكات و سياست‌گذاري‌هايي است كه سياست‌گذاران هر نظام سياسي اتخاذ مي‌نمايند». به تعبير روشن‌تر، ‌صرف وجود تفاوت‌ها و تنوعات هويتي به معناي فرصت يا تهديد نيست، ‌بلكه اين نوع ادراك سياست‌گذاران است كه اين تفاوت‌ها را تبديل به فرصتي براي انسجام و همبستگي ملي و يا تهديدي چالش‌برانگيز براي نظام سياسي مي‌نمايد. اين فرض به معناي ناديده‌گرفتن و يا رد عوامل تأثيرگذار ديگر در اين زمينه نظير سابقه تاريخي مشترك، نوع ادراك آن‌ها از يكديگر، ‌نقش نخبگان، ‌عوامل منطقه‌اي و بين‌المللي نيست؛ بلكه تأكيد بر اين مسئله است كه با لحاظ همه اين عوامل آن چه در تحليل نهايي ماهيت تفاوت‌ها و تنوعات هويتي را رقم مي‌زند، سياست‌گذاري‌هاي هويتي رسمي صورت گرفته از سوي نظام سياسي است كه فرصت لازم را براي فعال‌سازي يا تضعيف اين عوامل فراهم مي‌كند.
