The Themes of Citizenship Rights in the Quran

رعايت حقوق شهروندي به معناي مسئوليت ها و امتيازاتي كه شخصِ تابع كشوري ازآن برخودار است به عنوان يكي از شاخصه هاي ثبات و امنيت در جوامع مطرح مي باشد، و در اسلام نيز حقوق شهروندي و عوامل ثبات و امنيت در جامعه اسلامي با توجه به مباني و اهداف قرآني آن در قالب شهروند جهاني تحت عنوان خليفه خدا در روي زمين مطرح مي باشد. شهروندي كه با كرامت اخذ شده از خداوند در راستاي برقراري جامعه توحيد محور با حفظ ارزشهاي الهي انساني در پهناي دنيا متعهد است . بر همين اساس بررسي مؤلفه هاي تشكيل دهنده حقوق شهروندي اسلامي لازم و ضروري مي نمايد. گزارش قرآن از دنيا و ارتباط آن با آخرت و محوريت خداشناسي وتوحيد عبادي و نقش و اهميت آن در پيشرفته دانستن جوامع اسلامي و مسئوليت حاكميت و دولت ها در برابر رعايت و حفظ و توسعه پايدار حقوق شهروندي در زمينه حقوق مدني، حقوق سياسي ، حقوق اقتصادي اجتماعي، حقوق فرهنگي و حقوق قضايي و همچنين تعهد احاد جامعه بشري در مقابل آن از جمله مباحثي است كه از ديدگاه قرآن در اين مختصر مورد توجه و بررسي قرار گرفته است.

Observance of citizenship rightsincluding the responsibilities and privileges enjoyed by the citizens of a country is one of the stability and security parameters in communities. In Islam, given the Quranic principles and goals, citizenship rightsand stability and security parameters are considered within the framework of the global citizen as the vicegerent of Allah on the earth. Benefiting from the blessings received from God, such a citizen committed to the establishment of the theistic community governed by the Divine and human values. Accordingly, examining the elements ofthe Islamic citizenship rightsis necessary. The Quranrsquo s dealing withthe world and its relationship with the hereafter the essentiality of theism and monotheism in worship and their role and importance in the progress of the Islamic communities, the responsibility of governments in observing, maintaining and developing the rights of citizens sustainably in the fields of civil rights, political rights, socioeconomic rights, cultural rights and legal rights and the reciprocal commitment of individuals in human community are among the issues discussed in this paperfrom the viewpoint of the Quran.
