ساختاردهي مسئله تدوين استراتژي با استفاده از رويكردهاي استراتژي مذاكره و بازتاب مفاهمه و تئوري درام

Strategy Making Problem Structuring with JOURNEY Making and Drama Theory (Case Study: Green Gas Supply Chain)

انرژي يكي از مهم‌ترين كليدهاي دستيابي به رفاه و رشد پايدار در نظام‌هاي اقتصادي و سياسي است. استخراج انرژي، ذخيره‌سازي، انتقال و مصرف آن همراه با آلايندگي محيط‌زيست است. دستيابي به اهداف كلان و بلند‌مدت در زمينه انرژي و تأمين آن و رعايت اولويت‌هاي زيست‌محيطي، نيازمند برنامه‌ريزي و تدوين استراتژي‌هاي كاربردي و عملياتي است. مديريت زنجيره تأمين سبز، مفهومي است كه در سال‌هاي اخير، براي حصول اطمينان از تأمين اولويت‌هاي محيط‌زيست و مسئوليت‌هاي اجتماعي سازمان‌ها در تمامي مراحل توليد، انتقال و مصرف محصول، شكل گرفته است. تدوين استراتژي براي توليد انرژي با رعايت استانداردهاي مديريت زنجيره تأمين سبز، فرايندي پيچيده، زمان‌بر و هزينه‌بر است كه شامل در نظر گرفتن گروه‌هاي مختلف اثرگذار و اثرپذير مي‌باشد. هر يك از اين گروه‌ها داراي ميزان علاقه و قدرت متفاوتي است كه نقش آنها جهت مشاركت در تدوين استراتژي بر اساس آن تعريف مي‌شود. ناديده گرفتن نقش هر يك از اين گروه‌ها، مي‌تواند منجر به تدوين استراتژي ناكارامدي گردد كه هدر‌رفت هزينه و انرژي بخش‌هاي مختلف زنجيره تأمين گاز را به دنبال خواهد داشت. در اين مقاله با استفاده از رويكرد استراتژي مذاكره و بازتاب مفاهمه، مشاركت‌كنندگان مسئله شناسايي شدند. سپس با ترسيم نمودار قدرت/علاقه نقش هر يك از مشاركت‌كنندگان تعيين گرديد. در ادامه با استفاده از تئوري درام، مسئله تقابل بازيگران زنجيره تأمين سبز گاز ساختاردهي گرديد. بدين منظور اولويت‌ها و گزينه‌هاي تصميم هر يك از بازيگرانِ شناسايي شده در فاز قبلي، در يك ميز مذاكره، مورد تحليل قرار گرفته و معضلات عدم همكاري و كشمكش بين آنها ارزيابي شد. در نهايت راهكارهايي براي حل معضلات در مسئله تدوين استراتژي ارائه گرديد.

Energy is one of the most important keys to achieve prosperity and sustainable development in the economic and political systems. Energy extraction, storage, transmission and its consumption is coupled with environmental pollution. Achieving longterm and major goals in the field of energy and its supply and observance of environmental priorities require planning and developing functional and operational strategies. Green supply chain management, is a concept that has been formed in the recent years to ensure the provision of environmental priorities and social responsibilities of institutions and organizations at all stages of production, transmission and consumption of the product. Developing strategies for the production of energy along with the observance of the green supply chain management standards, is a complex, time consuming and costly process that includes consideration of various groups. Each of the impressive and impressionable groups has different levels of interest and power that their role for participating in the development of the strategies is defined according to them. Ignorance of the role of each of the various groups can result in the lack of proper implementation of the developed strategy. In this paper, the participants have been identified with JOURNEY making approach. Then the relationships between these identified participants have been illustrated by Power/Interest Grid. In the final step, for structuring the problem of green gas supply chain strategy making, the Drama Theory have been utilized. Using this approach in Soft OR, led us systematically and comprehensively know better the preferences and options of each identified party and the probable confrontation and cooperation between them. The Options Board and Tug of War are two illustrating figures that helps to find out existing dilemmas.
