پاك سازي قومي مسلمانان ميانمار؛ جنايت عليه بشريت يا نسل زدايي؟

از چندين دهه پيش تا كنون، اقليت قومي روهينگيا در ايالت آراكان شمالي كشور ميانمار از نقض شديد حقوق بشر رنج مي برند. صدها هزار نفر از آنان به كشور بنگلادش فرار كرده اند و در آنجا در شرايط سختي سكونت دارند. اين مقاله نشان مي دهد كه هدف از چنين اقداماتي پاكسازي قومي مسلمانان از ايالت آراكان مي باشد. پاكسازي قومي به معني يكنواخت سازي قومي يك منطقه از طريق انتقال اجباري و سازمان يافته افراد متعلق به گروه قرباني از آن منطقه مي باشد.طبق حقوق بين الملل كيفري،مفهوم پاكسازي قومي از يك طرف با جنايات عليه بشريت (تبعيد و انتقال اجباري) و از طرف ديگر با نسل كشي مرتبط است. شواهد موجود در خصوص كشتار و خشونت عليه مسلمانان روهينگيا در ايالت آراكان اثبات مي نمايد كه اين پاكسازي قومي بيش از صرف انتقال اجباري مسلمانان از سرزمين شان بوده و بخشي از اقدامات عمدي جهت نابودسازي و ارتكاب نسل كشي عليه آنان مي باشد.

For decades from now, the Rohingya ethnic minority has endured grave human rights violations in North Arakan State’s of Myanmar. Hundreds of thousands have fled across the border to Bangladesh towards harsh conditions of life.This paper indicates that it can be said with any degree of certainty that the intent behind such actions is to ethnically cleanse North Arakan State.Ethniccleansing means “rendering an area ethnically homogenous by using force or intimidation to remove persons of given groups from the area”. According to international criminal law, the concept of ethnic cleansing on the one hand with crimes against humanity (deportation and forcible transfer) and on the other hand is associated with genocide. However, the growing body of evidence on killing and violence against RohingyaMuslims in Rakhine State demonstrates that this ethniccleansing is more than simply the removal of the Rohingya from the land, but is part of a deliberate process of destruction of the Rohingya people and commissionof genocide against them.
