تاثير رقابت‌هاي سياسي بر امنيت ملي در جمهوري اسلامي ايران

The effect of political competition on national security in Islamic republic of Iran

در اين نوشتار ضمن بررسي مفهوم رقابت سياسي و امنيت ملي و شاخص‌هاي آنها در ايران، به نحوه ارتباط و تاثير رقابت‌هاي سياسي بر امنيت ملي كشور پرداخته شده است. رقابت سياسي پديده‌اي است با كاركردهاي متفاوت كه به دليل ويژگي‌ اساسي درون نظام بودن آن، ارتباط مستقيم با فرهنگ سياسي جامعه دارد؛ از طرفي امروزه مفهوم امنيت ملي متحول شده و اولويت به عوامل داخلي داده شده است. بروز خشونت‌هاي سياسي و ناديده گرفتن مصالح ملي و امنيتي كشور ناشي از رقابت‌هاي سياسي ميان برخي جناح‌هاي سياسي در تجربه نوپاي مردم‌سالاري ديني جمهوري اسلامي ايران، موجب گرديده كه تاثير رقابت‌هاي سياسي و امنيت ملي كشور از جمله مقوله‌هاي قابل بررسي لحاظ گردد، كه در اين مقاله تلاش شده است بين اين دو عرصه ارتباط برقرار نموده و با مقايسه نظريه‌هاي مختلف در رابطه با امنيت ملي و رقابت‌ سياسي، تاثير رقابت‌هاي سياسي بر امنيت ملي جمهوري اسلامي ايران؛ تاثيرهاي مثبت و منفي آن بيان ‌گرديده و پس از نتيجه‌گيري؛ پيشنهادات و راهكارهاي مهم در جهت تقارن اين دو مقوله با شرايط موجود جامعه ارايه خواهد شد. نتايج حاصل از اين تحقيق نشان مي‌دهد كه رقابت‌هاي سياسي بر امنيت ملي جمهوري اسلامي ايران داراي تاثيرهاي مثبت و منفي مي‌تواند باشد كه لازم است با راهكارهاي مناسب كه در پايان اين مقاله به آن اشاره شده است، بتوان آثار منفي رقابت‌هاي سياسي را بر امنيت ملي كاهش داده و با ايجاد فضاي سالم رقابتي، موجبات مشاركت بانشاط مردم را در عرصه انتخابات فراهم نمود.

In this paper while studying the concept of political competition and national security and their indicators in Iran has been investigated to how to communicate and effect of political competition on national security . Political competition isapheno men on with different functions due to it swith in the system basic features, has a direct communication with the communityʹs political culture; the other hand ,has changed the concept of national security, and priority is given to intern al factors. Incidence of political violence and ignoring national interests and national security arising from political com petitions among the political actions in the new experience of religious democracy in Islamic republic of Iran, caused that impact of political and national security com petitions, to be including considered issues , In this paper has been an attempt communicated between two field and with comparing the various theories concerning national security and political competition, effect of political competition on the national security of the Islamic Republic of Iran ,its positive and negative in fluencies has expressed . After the conclusion, important suggestions and solutions in the direction of symmetry of these two categories with the conditions of society will be presented .The results of this study indicate that Political competition on the national security of the Islamic Republic of Iran could has a positive and negative influences that are needed with suitable solutions that at the end of this article referred to it, can reduce negative effects political competition on national security ,by creating a healthy competitive atmosphere, caused the lively participation in the elections.
