رابطه بين امنيت و انسان، فضا و فعاليت، از مولفه هاي اساسي در طرح آمايش است كه به تثبيت و پايداري توسعه و امنيت مي انجامد. دفاع از سرزمين در مقياس ملي و منطقه اي، افزون بر محتواي سياسي و جغرافيايي آن، دفاع از موجوديت هاي تثبيت يافته فضا نيز مي باشد. اگر امنيت انسان و فعاليت، در برنامه دفاعي كشور مورد توجه اساسي واقع نشود، ناپايداري، اصلي ترين تهديد فيزيكي و عملكردي فضا خواهد بود. هدف اين پژوهش، مطالعه عوامل امنيت ساز پدافند غيرعامل در آمايش سرزمين، مطالعه موردي كلانتري هاي شهر رشت بود. روش تحقيق و نگارش مقاله حاضر بر اساس مطالعات موردي و كتابخانه اي انجام گرفت و با تحقيق، پژوهش و بررسي منابع طرح هاي پژوهشي در خصوص پدافند غيرعامل انجام شد. نتايج پژوهش نشان داد با توجه به مناطق 5 گانه رشت و جمعيت ساكن اين مناطق، كلانتري هاي موجود از آمايش مناسبي برخوردار هستند.

The relationship between security and human, environment and activity, are key components of the planning preparation leading to sustainability and development and security. Defending of country in national and regional scale, in addition to political and geographic entities, is established to defend the environment. If human security and activity are not considered in defensive program of a nation, instability would be the main physical and functional threat of the environment. The purpose of this research was to study the safety factors of passive defense in the city of Rasht as a case study. The method of the present study was based on a review of studies that have been conducted and library research, and review of research projects that had been done on passive defense. The results showed that regarding the population living in the 5 zones of Rasht, the police stations had an appropriate planning preparation.
