ارزيابي نقش و تاثير شوراياران محلي بر افزايش مشاركت شهروندان در مديريت شهري محله محور مطالعه‌ي موردي: شهر گرگان

Assessment of the Role and Effect of Local Councils on the Improvement of the Citizenʹʹs Cooperation for Urban Management of the Local District Case study: Gorgan city

پژوهش حاضر با هدف پي بردن به نقش شوراياران محله اي در برنامه‌ريزي و مديريت شهري محله محور به ارزيابي نقش شوراياران محلي در افزايش مشاركت شهروندان شهر گرگان پرداخته است. روش تحقيق حاضر توصيفي – تحليلي و روش جمع‌آوري داده‌ها و اطلاعات به صورت پيمايشي مي باشد كه به منظور بررسي و تدوين مباني تيوريك مرتبط با موضوع تحقيق از دو روش كتابخانه اي و ميداني و به منظور تجزيه و تحليل داده ها نيز از آزمون هاي ضريب همبستگي پيرسون و رگرسيون چندگانه به روش Enter با استفاده از نرم‌افزار آماري Spss بهره گرفته شده است. جامعه‌ي آماري مورد مطالعه در اين پژوهش شهروندان شهر گرگان مي باشد كه متناسب با حجم جامعه تعداد 330 نمونه براي جامعه‌ي شهروندان به روش نمونه‌گيري احتمالي از نوع منظم يا سيستماتيك تكميل شده است. جمع بندي نتايج به دست آمده در خصوص بررسي رابطه بين عملكرد شوراياران محلي و مشاركت شهروندان با استفاده از آزمون ضريب همبستگي پيرسون نشان مي دهد كه بين اين دو متغيّر با ضريب همبستگي 579/0 و سطح معناداري 000/0 رابطه اي مستقيم و معنادار وجود دارد و مي توان در سطح اطمينان 99 درصد مطرح نمود كه با افزايش و تقويت عملكرد شوراياران محلي، ميزان مشاركت شهروندان در فعاليّت هاي مرتبط با مديريت شهري نيز افزايش خواهد يافت. بررسي ميزان تاثير متغيّر مستقل بر متغيّر وابسته با استفاده از آزمون رگرسيون چندگانه توام نيز نشان مي دهد كه حدود 52% تغييرات واريانس متغيّر وابسته (مشاركت شهروندان) از متغيّرهاي مستقل مختلف (شاخص هاي ارزيابي عملكرد شوراياري هاي محله اي) تبيين و توجيه مي شود كه بر اساس نتايج تحليل واريانس يك طرفه نسبت متوسط واريانس رگرسيون به متوسط واريانس باقيمانده (F) برابر 46/68 و داراي سطح معني داري (sig = 0.000) است و معني دار بودن رگرسيون را در سطح 99 درصد تاييد مي كند.

The current study with the aim of identifying the role of local councils in the urban local based management and planning , has evaluated the role of local councils in the increase of the citizens partnership of Gorgan city. The research method is of descriptive – analytical one and the data and information were collected by surveying method, and for the purpose of reviewing and development of the theoretical bases relevant with the research subject, two methods of library and field surveying were used and, Pierson correlation coefficient tests and multiple- factors regression of Enter method by using SPSS software were used for the data analysis . Statistical population of this study are the citizens of Gorgan city that in appropriate with the society volume, 330 samples has been completed for citizensʹ society by random sampling of regular or systematic type . The obtained results about reviewing the relationships between local consularʹs and cooperation of citizens by using Pierson correlation coefficient test showed that between these two variables with correlation coefficient 0.579 and significant level of 0.000, there is a direct and significant relationship. And can indicated at 0.99 of accuracy level , that by the increase and strengthening the function of local councils , the partnership of the citizens in the activities relevant with the urban management will increase .
