The Police Role in Repeated Victimization Prevention Based on international Documents

زمينه و هدف: ‌‌بزه‌ديدگي مكرر از چالش‌هاي مهم متوليان سياست جنايي به‌خصوص پليس تمامي كشورها از جمله جمهوري اسلامي ايران ‌‌است كه با اتخاذ تدابير كيفري و غيركيفري در ‌‌پيش‌گيري از وقوع آن تلاش ‌‌مي‌كنند. اهميت اين موضوع تا اندازه‌‌‌اي است كه در اسناد بين‌المللي نيز مورد توجه انديشمندان عرصه جرم‌شناسي قرار گرفته است كه ‌‌مي‌توان به سندهاي اصول بنيادي دادگري براي ‌‌بزه‌ديدگان و قربانيان سوء استفاده از قدرت، (رهنمودهاي دادگري در موضوع‌‌‌هاي شامل كودكان ‌‌بزه‌ديده و گواه جرم) اشاره كرد. ‌‌‌روش‌شناسي‌‌‌: مقاله حاضر كاربردي و از نوع توصيفي تحليلي بوده و تحليل اطلاعات به صورت كتابخانه‌‌‌اي و ‌‌‌فيش‌برداري از منابع است. يافته‌‌‌‌ها‌‌‌: تحقيق حاضر نشان ‌‌مي‌دهد كه نيروهاي پليس ‌‌مي‌تواند از طريق دستگيري ‌‌بزه‌كاران فعال در تكرار ‌‌بزه‌ديدگي، حفاظت از ‌‌بزه‌ديدگان، نظارت بر اجراي مجازات‌‌‌هاي اجتماعي، حفاظت از هويت و آبروي ‌‌بزه‌ديده و بستگان وي، همكاري و مشاركت با شهروندان، ارائه خدمات اجتماعي و آموزش و اطلاع‌رساني از ‌‌بزه‌ديدگي و تكرار آن ‌‌پيش‌گيري ‌كرد. نتيجه‌گيري‌‌‌: همگام با پيشرفت‌‌‌هاي ‌‌بزه‌ديده‌شناسي پليس كشورهاي توسعه يافته با اقتباس از اسناد بين‌المللي رويه‌‌‌هاي عملي خود را به سمت و سوي ‌‌بزه‌ديده محوري سوق داده‌اند. سياست جنايي جمهوري اسلامي ايران بر خلاف آنها در برخي قوانين بدون انسجام و به صورت پراكنده به اين چالش مهم و  نقش پليس در ‌‌پيش‌گيري از آن پرداخته است.

The issue and goal: repeated victimization, as a criminal policy challenge, Considered  police Forces in all countries, including the Islamic Republic of Iran that they are Trying to Prevent it by Making Decisions based on criminal and noncriminal measures. The importance of this issue is considered by thinkers in criminology in international Documents . that can be refer to fundamental principles of justice Documents for victims can be victims of abuse of power ", the guidelines of justice in matters involving child victims and the Crime Witness. Method: this article is applicable which wroted in descriptive and analatical and analizing information that is based on books and taking notes. Findings : The research shows that police Forces can arrest active offenders in repeat victimization, protection of victims, monitoring the executive of social punishments, the protection of the identity and dignity of the victim and her relatives, cooperation and partnership with citizens,Producing  social services and education and awaring for the prevention of victimization and repeat it. Result : in line with the progress of the victimology Police in Developed countries have taken effective Practical styles toward Focusing Victim the criminal Policy of Islamic Republic of Iran in contrary with it, in some regulations without cohesion and sporadically paid to this important challenge and police role in Preventing of it.
