رتبه‌بندي عوامل تأثيرگذار در جرم‌خيزي شهري با رويكرد توسعه پايدار

Ranking of the most important factors in creating urban crime with the sustainable development approach

زمينه و هدف: رويداد جرايم از نظر مكان، زمان و نحوه شكل‌گيري هميشه تصادفي نيست، بلكه اغلب تا حدي به ساختار و ويژگي‌هاي محل جرم بستگي دارد و مي‌توان گفت يك پديدۀ بسيار پيچيدۀ اجتماعي است كه در محيط‌هاي اجتماعي به شكل‌هاي متفاوتي ديده مي‌شود. از سويي وقوع جرم به‌عنوان يك پديده نامطلوب اجتماعى، علل اقتصادى و اجتماعى، سياسي، فرهنگي، محيطي متعددى داشته و با توجه به اهميت موضوع جرم در كشورهاى مختلف، در سال‌هاى اخير مطالعات گسترده‌اى براى شناسايى و تبيين علل وقوع آن انجام شده است؛ بر همين اساس هدف اين پژوهش رتبه‌بندي مهم‌ترين عوامل ‌‌تأثيرگذار در جرم‌خيزي شهري با تمركز بر رويكرد توسعه پايدار است.  روش‌‌‌‌‌شناسي: در اين مقاله، منطقه 17 تهران به عنوان نمونه موردي انتخاب شد. براي شناسايي مهم‌ترين عوامل ‌‌تأثيرگذار در جرم‌خيزي شهري مطالعات فراواني صورت گرفت. بر اساس نظر كارشناسان از ميان بيست و چهار عامل شناسايي شده، چهار عامل كه داراي كمترين اهميت بودند، حذف شدند و سپس براي رتبه‌بندي عوامل، پرسش‌نامه‌اي تهيه و در بين افراد مختلف در منطقه 17 تهران به صورت تصادفي توزيع شد، داده‌هاي حاصله با استفاده از نرم‌افزار مورد تحليل قرار داده شد. يافته‌ها‌: از ميان عواملي كه مورد بررسي قرار گرفت، در نهايت عوامل اقتصادي به‌عنوان مهم‌ترين عوامل ‌‌تأثيرگذار در جرم‌خيزي شهري انتخاب شدند. نتيجه‌گيري: در پايان بر مبناي يافته‌هاي پژوهش نقش دستگاه‌هاي دولتي از جمله شهرداري‌ها و نهادهاي دولتي دخيل در امر مديريت شهري مورد توجه قرار گرفت و گسترش تسهيلات شهري، توسعۀ زير‌ساخت‌هاي اقتصادي، گسترش آموزش‌هاي عمومي و فردي پيشنهاد شد.

Background: Crime event is not always random as the place, time and manner of formation, but often depends on the structure and characteristics of the offense. It can be introduced as a very complicated social phenomenon that it is seen in different forms regarding social environment. At the same, crime as an undesirable social phenomenon, has social and economic, political, cultural, environmental reasons, and given the importance of the issue of crime, extensive studies have been conducted to identify and explain the causes of creating it in many countries in recent years. Accordingly, the purpose of this paper is to classify the most influential factors of crimecreating with emphasizing on sustainable development approach.  Methodology: In this paper, the district 17 of Tehran was chosen as a case study. To identify the most important factors affecting the rise urban crime, several studies were performed. According to experts, twentyfour factors were identified, four of which have the least importance were omitted. Then for ranking factors, questionnaire was prepared and randomly distributed among the 17 district people in Tehran. The resulting data were analyzed using the software.  Findings: Among studied factors, ultimately, economic factors as the most important factor affecting the urban crime were selected. Conclusion: Based the findings, the role of government agencies and stakeholders including municipalities and government agencies involved in urban management was considered and expansion of municipal facilities, infrastructure, economic development, public education and personal development was proposed.
