بررسي و تحليلِ تاريخي عوامل موثر بر همگرايي و واگرايي اقوام ايراني (نمونه پژوهي: قوم كُرد)

Historical Examination and Analysis of Factors Affecting Iranian Ethnicitiesʹʹ Convergence and Divergence (case study: the Kurdish nation)

نيروهاي همگرا و واگرا كه در تعيين چگونگي و كيفيت انسجام ملي نقش عمدهاي دارند، مفاهيمي منفك از هم نيستند، بلكه متغيرهايي هستند كه داراي پيوندي معكوس و متاثر از هم ميباشند. اين نيروها در طي تاريخ و در برهههاي زماني مختلف، تحت تاثير مديريت سياسي و خاطرات سياسي و تاريخي اقوام و حكومت‌هاي مركزي در عرصهي فضايي ـ جغرافيايي نمودها و بازتابهايي داشتهاند. دربرههي زماني كنوني كه جنگ قوميتها و استفاده از خرده‌فرهنگ‌ها و اقليتهاي موجود در عرصهپيراموني ايران، فصل مهمي از تاريخ درگيريها و اختلالات را رقم زده است. حال با توجه به اين واقعيت كه اقوام ايراني و بخصوص قوم كُرد، از يك‌سو بومي اين جغرافيا بوده و از ريشههاي تاريخي و فرهنگي مشترك برخوردارند و از سوي ديگر با واكاوي تاريخيِ اندركنشهاي اقوام و حكومت مركزي شاهد مقاطعي هستيم كه تحت تاثير سياستهاي قومي حكومت مركزي، مداخلات خارجي، نقشآفريني نخبگان محلي و غيره نيروي واگرايي بر همگرايي چيرگي داشته است. لذا اين پژوهش به‌صورت توصيفي ـ تحليلي به دنبال پاسخگويي به اين پرسش است كه چه عواملي در برهه‌هاي تاريخي بر فرايند هم‌گرايي و واگرايي قوم كُرد تاثيرگذار بوده است؟ به نظر ميرسد عواملي همچون محتواي سياستهاي قومي، بروز خلا قدرت در مركز، اندركنش نخبگان ملي و محلي، بسترسازيِ مشاركت سياسيِ اقوام و مداخلات خارجي در همگرايي و واگرايي اقوام ايراني تاثيرگذار بودهاند.

onvergent and divergent forces that play a major role in determining the quality of national coherence are not isolated concepts but they are variables enjoying mutual or reverse relationships. During history and different periods of time, these forces have had appearances and reflections in spatial-geographical stage affected by political management and historical memories of ethnicities and central government. Recently ethnic conflicts and using ethnic cultures around Iran have become an important aspect of the regional conflicts and disputes. Given this reality that Iranian ethnic groups, particularly the Kurdish nation, are the native people of Iranian geography and they have common historical and cultural roots with the Iranian people, and on the other hand, through historical investigation of the interaction between ethnic groups and central government, we witness a period of time that the divergent forces overcome convergent forces under the effect of ethnic policies of central government, foreign interference, role-making of local elites and so on. Therefore, by using analytical-descriptive method, this research tries to respond the question: What factors have affected the Kurdish nationʹs convergence and divergence during historical periods? It seems that such factors as ethnic policies, vacuum of power in the central government, interaction of national and local elites, providing the ground for political participation of ethnic groups and foreign interferences have been effective factors in Iranian ethnic groupsʹ convergence and divergence.
