ارزيابي و ارائه الگوي بهينه مكان يابي به منظور تأسيس ايستگاه‌هاي آتش‌نشاني با استفاده از GIS (مطالعه موردي: شهر كرمانشاه)

Submitting and Evaluating a Model for Locating Optimal Sites for Establishing Fire Stations through GIS (Case Study : Kermanshah City)

توزيع و مكان يابي بهينه ايستگاه هاي آتش نشاني به دليل اهميت و توجه روز افزون به امر ايمني در شهرها و ارايه تمهيداتي در زمينه پيشگيري و مقابله با حوادث مختلف از اهميت و نقش حياتي برخوردار است. لذا هدف اصلي از انجام اين پژوهش ارزيابي و ارائه الگوي بهينه مكان يابي به منظور تأسيس ايستگاه هاي آتش نشاني با استفاده از GIS در شهر كرمانشاه مي باشد. اين پژوهش از نوع كاربردي بوده و براي انجام آن از روش توصيفي تحليلي استفاده شده است. با توجه به وضعيت شهر كرمانشاه، براي مكان يابي ايستگاه هاي آتش نشاني، از معيارهاي تراكم جمعيت، نزديكي به شبكه معابر، شعاع پوششي ايستگاه هاي آتش نشاني، كاربري اراضي سازگار و كاربري اراضي ناسازگار در قالب مدل تركيبي تحليل فرآيند سلسله مراتبي (AHP) با سيستم اطلاعات جغرافيايي (GIS) استفاده شده است. نتايج اين تحقيق نشان مي دهد كه بخش زيادي از شهر كرمانشاه خارج از محدوده عملياتي ايستگاه هاي آتش نشاني قرار گرفته است،به طوري كه 33.54درصد از جمعيت شهر كرمانشاه فاقد پوشش مناسب هستند، نتيجه حاصل از كاربرد مدل تلفيقي AHPوArc GIS براي شناخت مكان مناسب براي احداث ايستگاه هاي آتش نشاني در شهر كرمانشاه بيانگر اين واقعيت است كه اولاً مدل به خوبي توانسته است با توجه به 5 شاخص مورد استفاده در تحقيق، محدوده مورد مطالعه را به لحاظ نياز به احداث ايستگاه هاي آتش نشاني اولويت بندي نمايد. ثانياً مناطقي كه در اولويت اول براي مكان يابي قرار دارند در اطراف شهر كرمانشاه به خصوص در قسمت هاي شرق و شمال شرق قرار دارند كه مي توان با احداث ايستگاه هاي جديد در اين مناطق كل شهر كرمانشاه را تحت پوشش قرار داد.

The optimal distribution and positioning of fire stations is of vital significance due to the increasing magnitude and consideration given to the issue of safety in cities and providing arrangements with the aim of hampering and preventing variant incidents. Therefore, the main aim of undertaking such a research is to assess and present an optimal model for positioning with the aim of establishing fire stations across the town of Kermanshah through the agency of GIS. This is an applicationoriented kind of research being undertaken through descriptiveanalytical methods. Given the state of the town of Kermanshah, such criteria as population density, being in the vicinity of street networks, the radius of coverage given by fire stations, the usage of compatible and incompatible lands have been utilized in the form of a model integrating AHP and GIS together. The results of the research demonstrate that a major portion of the town of Kermanshah lies beyond the operational scope of fire stations, in such a way that 33.54% of the population of the town of Kermanshah are deprived of a suitable coverage provided by fire stations. The outcome of applying the integrated model of ArcGIS and AHP with the aim of identifying appropriate sites for establishing fire stations throughout the town of Kermanshah manifests the fact that firstly, considering the five criteria being used in this research, this model has well been capable of prioritizing the scope under study in terms of the need for establishing fire stations and secondly, the regions which hold the first priority in positioning are based around the town of Kermanshah, especially in eastern and northeastern parts. So, as a result, by establishing new fire stations in such regions, the whole of the town of Kermanshah can be given a good coverage
