بررسي تطبيق و سازگاري بين استراتژي‌هاي توسعه اقتصادي درون‌نگر و برون‌نگر با اهداف جنبش عدم تعهد (با تاكيد بر جهاني شدن)

Investigation of adaptation and consistency between strategies of endogenous and exogenous economical development with goals of non – aligned movement (with emphasis on globalization )

در اين مقاله پس از مروري كوتاه بر اهداف و چيستي جنبش عدم تعهد به عنوان نوعي همگرايي سياسي اقتصادي منطقه‌‌اي و يا ايديولوژيك، استراتژي‌هاي توسعه اقتصادي از ديدگاه نظري و سپس تجربي و از منظر ديدگاه‌هاي توسعه اقتصادي درون‌نگر و برون ‌نگر مورد بررسي قرار مي‌گيرد. با توجه به اينكه ديدگاه اقتصادي برون ‌نگر بر افزايش تعاملات بين‌المللي، مكانيزم ‌هاي رقا بتي، عرضه و تقاضا و شعار خوداتكايي و در مقابل ديدگاه اقتصادي درون‌ نگر بر عزلت و كاهش تعاملات بين المللي، مكانيزم انحصاري و دولتي و شعار خودكفايي متكي مي‌باشند، توصيه ‌هاي سياستي توسعه اقتصادي كشورهاي جنبش عدم تعهد بر اساس اين دو ديدگاه مورد بحث واقع شده و به نقشي كه اين گروه از كشورها در كمك به فرآيند جهاني شدن از يكسو و كمك به توسعه اقتصادي خود ايفا مي‌نمايند تاكيد مي‌گردد. نكته حايز اهميت اين است كه چون در ذات مفهومي جنبش عدم تعهد، به نوعي استراتژي عدم تعهد و گرايش به استقلال و عدم وابستگي به شرق و غرب مستتر است، بايد مراقب نيروي گريز از مركزي كه مي‌تواند آنها را از سوق به همگرايي اقتصادي و مشاركت در فرآيند جهاني‌شدن دور نگه دارد باشند و در سايه استراتژي‌هاي مناسب اقتصادي، مبادرت به افزايش بنيه‌ي اقتصادي جمعي مجموعه جنبش نموده و توان اقتصادي خود را در زمينه جريان سرمايه، توليد و مبادلات تجاري را با وزني مضاعف و سنگين‌تر در فرآيند جهاني‌شدن به‌كار گيرند

In this paper, after a short review on goals and how of non – aligned movement as a type of regional and or ideological political - economical convergence, strategies of economical development are investigated from theoretical view and then experiential and from view of endogenous and exogenous economical development views. In view of whether exogenous economical view relies on increase of international interactions, competitive mechanisms, supply and demand and slogan of self – reliance against endogenous economical view on solitude and reduction of international interactions, exclusive and governmental mechanism and slogan of self - sufficiency, political recommendations of economical development of non – aligned countries are discussed based on these two views and a role is emphasized that this group of countries plays it in help to process of globalization on one hand, and help to their economical development. Important point is that since in conceptual nature of on – aligned movement, a type of strategy of non – commitment and tendency to independence and no dependence to the east and the west is hidden, they should be careful of an eccentricity force that can keep them distance from tendency to economical convergence and participation in process of globalization and in light of suitable economical strategies, they take action to increase joint economical stamina of collection of the movement and they use their ability in field of current of capital, production and business exchanges with a double and heavier weight in process of globalization.
