بررسي نسبت ميان بهبود شاخص‌هاي حاكميت قانون و توسعه سياسي

A Study on Relationship between Improvement of Rule of Law Indexes and Political Development

صرف‌نظر از تفاوت و اختلاف‌نظر در تعاريف، مفهوم توسعه سياسي، توافق كلي وجود دارد كه دمكراتيك شدن قدرت سياسي، بسط قدرت سياسي، گسترش مشاركت سياسي، عقلاني و تخصصي شدن تصميم‌گيري‌ها توسط نظام سياسي و در نهايت وحدت ملي در قالب دولت ـ كشور، اهداف محوري آن را شامل مي‌شود. به‌علاوه توسعه سياسي در برابر مفهوم فروپاشي سياسي به كار مي‌رود. براي ارزيابي ميزان توسعه سياسي، توجه به شاخص‌هاي حكومت قانون اهميت اساسي دارد. مفهوم «حكومت قانون» جايگاه بسيار اساسي در مباحث مرتبط با توسعه سياسي و نظام دمكراتيك داراست كه متاسفانه اغلب از نظر دور مانده است. در مقاله حاضر ضمن كوشش براي مشخص كردن ارتباط دو مفهوم حكومت قانون و توسعه سياسي تلاش خواهيم داشت تا نشان دهيم كه همبستگي و گسستگي دو شاخص مزبور نسبت به يكديگر ازمنظر مطالعات سياست تطبيقي به چه شكلي است. يافته‌هاي به‌دست آمده از مقاله نشان مي‌دهد درحالي‌كه توسعه سياسي بدون بهبود شاخص‌هاي حكومت قانون اساساً غيرممكن و بي‌معناست، ارتقاي اين شاخص‌ها در جهت تحول جامعه به سوي توسعه سياسي تاثير خواهد داشت.

regardless of differences and disagreements over definitions, there is general agreement on the concept of political development: That the democratization of political power, the development of political power, expanding political participation, rationalization and specialization of decisions by the political system, and ultimately, national unity based on nation-state are among political developmentʹs central aims. In addition, political development is used against "political collapse". To assess the level of political development, Rule of Law Indexes is essential. The concept of "rule of law" has a central role in issues related to political development and democratic system which unfortunately is ignored. In this paper, identifying the relationship between the concept of the rule of law and political development, we attempt to show their level of correlation comparatively. Findings from the study show that political development will be impossible and meaningless without Improvement of Rule of Law Indexes. Therefore, it is necessary to improve these indexes in order to transform society towards political development
