تدوين استراتژي‌هاي توسعه پايدار فضايي در شهرهاي كوهستاني (مطالعه موردي: شهر رينه، بخش لاريجان شهرستان آمل)

Preparation of sustainable spatial development strategies in mountainous towns (Case study: RineoAmolLarijan)

شهر به عنوان يك پديده پويا در گذر زمان دچار تحوّلات كالبدي، اقتصادي، اجتماعي فرهنگي و سياسي مي‌شود. اين تحوّلات نياز به برنامه‌ريزي يكپارچه و انعطاف‌پذير را ضروري مي‌سازد. برنامه‌ريزي استراتژيك، فرايندي مشاركتي و خلاّق جهت بهبود عملكرد و اطمينان از وضعيّت آتي شهر است. هدف اين پژوهش شناخت وضع موجود شهر رينه لاريجان و تدوين استراتژي‌هاي توسعه شهر در برنامه‌هاي آتي است. روش تحقيق از نوع توصيفي تحليلي است و جزو تحقيقات كاربردي به شمار مي‌رود. آمار و اطّلاعات از منابع اسنادي كتابخانه‌اي و روش پيمايشي به دست آمده است. جهت شناخت وضع موجود از مدل سوات استفاده شده و پس از تدوين استراتژي‌هاي توسعه شهر، با استفاده از شاخص‌هاي مدل ACEPTو VIKORبه اولويّت‌بندي استراتژي‌هاي توسعه آتي شهر پرداخته شد. براي ارزيابي اهمّيّت استراتژي‌ها نيز، نمودار موقعيّت فضايي آنها در موقعيّت‌هاي چهارگانه ترسيم شده است. نتايج پژوهش نشان مي‌دهد با توجّه به پتانسيل‌هاي بالاي شهر رينه، برنامه‌ريزي در زمينه حفاظت از محيط طبيعي و سرمايه‌گذاري در بخش‌هاي گردشگري و كشاورزي مي تواند به افزايش درآمد سرانه شهر و شهروندان كمك نمايد. همچنين با رعايت ضوابط و مقرّرات ساخت و ساز در حريم شهر و بهسازي بافت‌هاي فرسوده مي توان از گسترش سريع و بدون برنامه شهر جلوگيري نمود.

As a dynamic phenomenon, towns are experiencing physical, economic, social and cultural changes over time. These changes necessitate an integrated and flexible planning which is defined as a participatory and creative process to improve the performance and ensure the future condition of the town. The present study aims at both investigating the current condition of Rine and preparing town development strategies in future plans. This study is considered as a descriptiveanalytic one with practical implications. The data were collected from the documents in the library through surveying. SOWT model is used to recognize the current condition. Preparing the development strategies, the indices of ACEPT and VIKOR models were applied to prioritize the future development strategies of city. Moreover, the space position figure is drawn to investigate the importance of the strategies. The findings show that, according to high potentials of Rine, a proper planning in terms of environmental protection and investment in tourism and farming could lead to an increase in the town’s income per capita. In addition, a sudden and unplanned development of the city can be managed by observing the rules and regulations of construction in town space
