تحليل روند تكاملي الگوهاي اجرايي آينده نگاري جهان – يك مطالعه تطبيقي

مجموعه مفاهیم و الگوهای آینده‌نگاری برای اجرای نظام‌مند، نیازمند استفاده از قالب‌ها و الگوهای اجرایی هستند. از دهه 1990 میلادی این الگوها كه در جهان با رویكردهای مختلفی به كار گرفته می‌شوند، از حالت تصادفی به حالت نظام‌مند تغییر شكل دادند. این الگوها كه نمایانگر فرآیندهای آزمون شده در پروژه‌ها و مطالعات مختلف آینده‌پژوهی هستند، تضمین كننده صحت نتایج مطالعات آینده‌پژوهی هستند. علی رغم تلاش‌های مختلف در زمینه تدوین الگوهای آینده‌نگاری اما این الگوها از تنوع و گستره متفاوت شكلی و محتوایی برخوردارند. هدف اصلی این مقاله شناسایی چگونگی طبقه‌بندی الگوهای موجود آینده‌نگاری در جهان و تعیین تاثیر روند تكاملی الگوهای آینده‌نگاری بر تغییر این الگوها با گذشت زمان و متعاقباً شناسایی تحولات الگوهای آینده‌نگاری در بیست سال گذشته است. به منظور فراهم كردن پاسخی مناسب به این سوالات اصلی ترین الگوهای شاخص در حوزه آینده‌نگاری شناسایی شده و به صورت تطبیقی با یكدیگر مقایسه شده‌اند. روش‌شناسی استفاده شده در این مقاله از حیث جمع آوری داده‌ها كتابخانه‌ای– اسنادی است و رویكرد حاكم بر این مطالعه كیفی است و از حیث تجزیه و تحلیل اطلاعات از نوع تطبیقی است. این پژوهش از نظر جهت‌گیری‌های پژوهش از نوع كاربردی است چرا كه به بررسی الگوهای اجرایی آینده‌نگاری در جهان پرداخته و در صدد ارائه طبقه‌بندی ویژه‌ای جهت شفاف‌سازی كاربرد الگوهای آینده‌نگاری است. در این مقاله یازده الگوی آینده‌نگاری در جهان كه چیدمان و رویكرد قابل توجه و متمایزی را نسبت به موضوع آینده‌نگاری داشته‌اند به صورت تطبیقی مورد بررسی قرار گرفته‌اند. نتایج حاصل از این مطالعات بیانگر این موضوع است كه الگوهای آینده‌نگاری در ظاهر تفاوت كلی را با یكدیگر نشان می‌دهند اما روندی تكاملی و تفصیلی در محتوا را طی كرده‌اند و علی رغم تغییرات شكلی در الگوهای تدوین شده در سال‌های اخیر تغییر شگرف در ماهیت و محتوای این الگوها رخ نداده است و محور اصلی الگوهای اولیه در حوزه آینده‌نگاری دستخوش تغییرات كلیدی نشده‌اند. همچنین روند تكاملی این حوزه نشان از افزودن موضوعات كلیدی برای سهولت در اجرا و پیاده‌سازی مطالعات و افزایش اعتبار نتایج شده است

Dramatic changes in the world make organizations have encouraged more thoroughly contemplating about future. Lots of changes including globalization, technology progression, amplified complexity in decision-making, have compelled organizations to precisely identify and prepare for further altered futures. Today, the term "foresight" has been widely applied and denote a sort of approaches that deliberate on thinking about the long-term future, strategic decision-making processes and intelligent estimations. Foresight concepts needs a systematic set of executable patterns. From the 1990s, the patterns are used with different approaches, they were renovated from casual to systematic state. These patterns which produced by scholars represent the verified processes that are confirmed in various futures studiesʹ projects and try to guarantee the accuracy of the foresight outcomes. Despite various efforts in developing foresight patterns exist, the patterns has a wide range of diversity in form and content. The main objective of this paper is to identify how to classify global foresight patterns and recognize the evolutionary process of foresight patterns over time and subsequently changes on foresight patterns in past twenty years. In order to provide the most appropriate response to this question set of criteria have been identified and based on that current foresight patterns are compared with each other. The methodology used in this paper in terms of data collection and literature review is qualitative. In this article eleven global foresight patterns have been studied comparatively. Each of these models represents a way of thinking, looking to the future and planning for future. The results of these study illustrated in comparative tables and demonstrate that the main axis of the plain foresight patterns have been untouched, correspondingly the evolutionary process of adding key topics for ease of implementation and validate the results of the studies.
