برنامه‌ريزي توافقي به منظور اولويت‌بندي راهكارهاي ارتقاي سطح آموزش جهت افزايش مشاركت عمومي در زمينه‌ توسعه پايدار و حفاظت از منابع آب زيرزميني

Compromise Programing for Prioritizing the Strategies of Improving the Education Level to Increase Public Involvement in Sustainable Development and Protection of Ground Water Resources

منابع آب زيرزميني، جزو منابع استراتژيك به­ حساب مي­ آيند و در كشور ما كه با كاهش منابع آب جهت بهره ­برداري مواجه شده­ است، اهميت حفاظت از منابع آب زيرزميني كه در برابر خشكسالي و آلودگي، نسبت به منابع آب سطحي، از مصونيت بيشتري برخوردار است، دوچندان گشته است. در شرايط حال حاضر كه اكثر آبخوان­ هاي كشور با افت شديد سطح آب مواجهند، بايد توجه ويژه­اي به اين مسأله بشود. حفاظت از منابع آب گامي مهم در راستاي نيل به چشم ­انداز توسعه ­پايدار مي­باشد و از سويي ديگر، توسعه پايدار بدون مشاركت كارآمد مردم و ذي­نفعان ميسر نمي­شود؛ بنابراين هدف تحقيق حاضر، بررسي چندمعياره راهكارهاي افزايش آگاهي عمومي ذي نفعان در زمينه حضور فعال در فرايند اجراي راهكارهاي بهينه مديريت منابع آب زيرزميني در محدوده آبخوان كرمان-باغين مي­باشد. معيارهاي ارزيابي، مبتني بر مفاهيم توسعه پايدار استخراج شده­اند و گزينه­ها به روش تصميم­گيري چندمعياره برنامه­ريزي توافقي اولويت­بندي مي­شوند. شاخص ­هاي استفاده در اين تحقيق شامل گسترش نقش بخش خصوصي براي سرمايه ­گذاري در بخش تبليغات و برنامه­ هاي آموزشي، ميزان صرفه جويي در مصرف آب، كارآفريني، تطابق روش آموزش با آداب و رسوم و طرز فكر نسبت به حفاظت از منابع، دوره اجراي راهكار، ارتقاي نقش زنان در فرآيند محافظت از منابع آب و انعطاف­ پذيري مي­باشند. پس از به­ كاربردن شاخص ­ها، راهبردهاي برتر تحقيق از ميان ده گزينه، سرمايه­ گذاري در توليد فيلم و انيميشن با محوريت منابع آب و اهميت محيط زيست، ايجاد يك گروه هدف شامل افراد تأثيرگذار و بانفوذ در جامعه محلي و در آخرتقويت فعاليت­ هاي سازمان­ هاي مردم نهاد، برترين گزينه­ هاي هم راستا با هدف پژوهش بودند.

Groundwater resources are strategic resources and as Iran is facing a lack of water sources for exploitation, the importance of protecting groundwater resources -which are more immune to drought and pollution compared to surface water resources- has doubled. In the current situation, where most of the aquifers of the country are facing a dramatic drop of water levels, it needs especial consideration. Protection of water resources is an important step in the point of view of sustainable development. However, sustainable development is not possible without high participation of people and stakeholders. Thus, the aim of the present study is the multifactor analysis of the methods of improving the general awareness of the stakeholders for their active presence in the process of implementation of effective groundwater management methods in Kerman-Baghein region. The criteria are chosen from the sustainable development literature and the options are prioritized with multi-criteria decision making in compromise programing. The criteria were: increasing the role of the private sector to invest on advertising, educational programs, level of water saving, entrepreneurship , matching the education method with traditions and the public opinion on protection of water resources, period of implementation of the strategy, improving the role of women in water resource protection process, and flexibility. Using the criteria, among the 10 options of the study, investment on films and animations focused on the subject of water resources and the importance of the environment, creation of a target group of important and influential locals, and finally empowering the NGOs activities , were the preferred options of the study.
