بررسي نقش سياست هاي دولت در بهره برداري از فرصت هاي كارآفرينانه

Government Policy and Exploitation of Entrepreneurial Opportunities

در مورد تعريف كارآفريني ديدگاه هاي مختلفي وجود دارد. شين و ونكاتارامان كارآفريني را به صورت كشف، ارزيابي و بهره برداري از فرصت ها معرفي مي نمايند، و شومپيتر معتقد است كه كارآفريني تخريب خلاق و نوآوري در امور جاري است. اما اكثر دانشمندان حوزه كارآفريني اتفاق نظر دارند كه كارآفريني عامل اصلي توسعه اقتصادي محسوب مي گردد. در سال هاي اخير با رشد مطالعات در حوزه پژوهش كارآفريني، توسعه كارآفريني به يكي از عوامل شناخته شده در پويايي محيط كسب وكار و توسعه اقتصادي كشورها تبديل شده است. ايران در طي ساليان اخير در شرايط تحريم، خود را در وضعيت خودكفايي و كشف و ارزيابي و بهره برداري از فرصت هاي داخلي قرارداده و هم اكنون با از بين رفتن تحريم هاي بين المللي فرصت هاي بيشتري در راستاي توسعه كارآفريني پيش روي كارآفرينان قرار خواهدگرفت. تاكيد مقاله حاضر بر ارائه چارچوبي مفهومي در جهت مشخص كردن نقش سياست هاي دولت در بهره برداري از فرصت هاي كارآفرينانه و تسهيل فعاليت هاي كارآفرينانه است. اين تحقيق داراي ماهيت مروري بوده و از بررسي، تحليل و جمع بندي اسناد، متون و مباني نظري مربوطه جهت ارائه چارچوب نظري بهره گرفته است. يافته ها حاكي از آن است كه سياست هاي دولتي مي تواند در حوزه هاي مختلفي مانند اقتصادي، اجتماعي، سياسي، فرهنگي، اجتماعي و يا آموزشي بر فرايند بهره برداري از فرصت هاي كارآفرينانه تاثيرگذار باشد.

There are different views about definitions of entrepreneurship. Shane and Venkataraman introduce entrepreneurship as discovery، assessment، and use of opportunities، and Schumpeter believes that entrepreneurship is creative destruction and innovation in a current position. But most of the entrepreneurial scientists are agree that entrepreneurship is the main factor in economic development. In recent years، by the growth of studies in the research area of entrepreneurship، the entrepreneurship development has become as one of the known factors in dynamic business environments and economic development of countries. In terms of sanctions، Iran put itself in self-sufficiency status and tried to explore، evaluate and use internal opportunities. Now with the disappearance of international sanctions، more opportunities will be created in entrepreneurship development، that uses these opportunities can help for rehabilitation of the country situation in economic development. One of the key factors in facilitates this process is the policies that are applied for entrepreneurship development in the country and exploitation of available entrepreneurial opportunities. The emphasize of this article is، to present a conceptual framework، in the direction of highlighting the role of government policy in the exploitation of entrepreneurial opportunities and facilitating entrepreneurial activities. This research has an overviews nature، and reviews، analysis، documents conclusions، text and theoretical foundation have been used to provide a theoretical framework. Findings show that government policies can influence on exploitation process of entrepreneurial opportunities in different domain like economic، social، politic، cultural or education.
