Police status in integrated urban management (Case study: Kermanshah province)

زمينه و هدف: اين پژوهش از يك سو از طريق مولفه‌هاي مطرح در ادبيات مطالعاتي رويكرد مديريت يكپارچه شهري به شناخت و تحليل جايگاه نيروي انتظامي در اين زمينه مي‌پردازد و از سوي ديگر به تأثير تعاملات برون‌سازماني پليس با 26 سازمان مختلف عهده دار مأموريت هاي سازماني و نهادي گوناگون در اداره امور شهر در چارچوب ديدگاه مديريت يكپارچه شهري مي‌پردازد. روش: نوع، پژوهش‌ توصيفي- تحليلي و پيمايشي و از نظر هدف، كاربردي است و ابزار آن پرسش‌نامه محقق‌ساخته است. جامعه آماري در بردارنده‌ فرماندهان و مديران انتظامي، مديران و كارشناسان ارشد سازمان‌هاي متعدد شهري در استان كرمانشاه است كه براساس روش نمونه‌گيري خوشه‌اي و طبقه‌اي تعداد 168 نفر از آنها به‌عنوان جامعه نمونه انتخاب شدند. از آزمو‌هاي توصيفي و استنباطي به‌ويژه آزمون‌هاي «تي تك نمونه‌اي»، «ضريب همبستگي پيرسون»، «آزمون خي‌دو» و «تحليل عاملي اكتشافي براي تجزيه و تحليل داده‌ها بهره‌گيري شد. يافته هاي پژوهش: يافته‌هاي پژوهش بيانگر تأثير عوامل سن، سطح تحصيل پاسخ‌گويان و سابقه خدمتي آنها بر تفاوت نگرش آنها نسبت به برخي از مؤلفه‌هاي جايگاه پليس در مديريت يكپارچه شهري استان كرمانشاه است. براساس نتايج آزمون تي تك نمونه‌اي از ديدگاه پاسخ‌گويان جايگاه پليس در مديريت يكپارچه شهري استان كرمانشاه در همه مؤلفه‌هاي مورد نظر فراتر از حد متوسط معنادار است. نتايج: جايگاه پليس در مديريت يكپارچه شهري در چارچوب 7 عامل امنيت شهري مانند امنيت فردي، اجتماعي، سياسي، فرهنگي، اخلاقي، قضايي، اقتصادي، و محيط زيست شهري قابل تبيين است. از سوي ديگر نفش تعاملات پليس با 21 سازمان دست‌اندركار مديريت شهري معنادار است.

Purpose and background: on one hands this research pay to the police status in integrated urban management at Kermanshah Province, and on the other hand pays to police external interactions with 26 different organizations responsible for organizational missions and various institutional actions in city affairs in the framework of an integrated urban management. Method: This research is typically a descriptive-analytical research, and in terms of procedure is a survey research and in terms of purpose is an applied research. The measurement instrument is self-administered questionnaire. The statistical population contains police commanders and managers, senior managers and experts in several different organizations responsible for various missions in city in Kermanshah province. Based on a stratified cluster sampling method sampling was carried out from a total of 168 people. For data analysis were used descriptive and inferential tests methods especially "one-sample t-test", " Pearson correlation coefficient”, “Chi-square test” and “exploratory factor analysis (PCA)”. Results: Research descriptive findings it shows that variables such as age, education level and job experience of respondents have a significant impact on their attitudes about some of the components of the police status in integrated urban management in Kermanshah province. According to one sample t-test results from the perspective of respondents about police status in integrated urban management in Kermanshah province in all intended components is more than average. Conclusion: Police status in integrated urban management can be explained in the framework of seven factors of urban security, as follows: individual security, social security, political security, cultural security, ethical security, judicial security, economic security, and urban environment security. Moreover, significant results are observable in the area of police interactions with 21 organizations involved in diverse missions of urban management.
