يكي از راه هاي افزايش نظم و امنيت اجتماعي، افزايش نظارت اجتماعي است. نظارت اجتماعي به دو صورت غيررسمي توسط خانواده و عموم مردم و نظارت رسمي توسط دستگاه هاي قضايي و نيروي انتظامي صورت مي گيرد. پيشينة تاريخي موضوع نشان مي دهد كه پيامبر بزرگوار اسلام(ص) و حضرت علي(ع) در زمان حاكميت خود، علاو هبر ترويج نظارت غيررسمي، به ويژه احساس حضور در محضر باري تعالي، ناظراني با عنوان عريف، اعم از زن و مرد، براي پايش مستقيم و حضوري نظم و امنيت در جامعه مي گماردند. اين مقاله كه برگرفته از تحقيقي در همين زمينه است، در پاسخگويي به نقش نظارت اجتماعي بر نظم و امنيت، شش فرضيه طرح و به روش پيمايشي با پرسشنامه پژوهشگرساخته و از 98 خانوار تهراني كه به روش نمونه گيري خوشه اي انتخاب شده بودند، آنها را آزمون كرد. نتايج تحقيق نشان دادند ۳۲/۵درصد پاسخگويان نظم و امنيت محله هاي خود را در حد زياد و 39 درصد در حد متوسط دانسته اند. همچنين پاسخگويان نظارت پليس در محله هاي خود را به ميزان زياد (47 درصد) مي دانستند. از فرضيه هاي مطرح شده ارتباط نظارت اجتماعي، حضور فيزيكي پليس و احساس دسترسي سريع به پليس با نظم و امنيت تأييد شد، ارتباط نظارت غيرمحسوس پليس با نظم و امنيت ب هصورت معكوس تأييد شد و ارتباط گشت پليس و وجود كلانتري با نظم و امنيت تأييد نشد.
