چكيده فارسي :
امروزه يكي از راه‌هاي نجات روستاها از فقر ، مهاجرت ، مشكلات اجتماعي و اقتصادي ، توسعه گردشگري در مناطق مستعد گردشگري روستايي مي‌باشد. با توجه به اين مهم پژوهش حاضر در پي شناخت توانمنديهاي روستاي نمونه گردشگري دلفارد و تدوين برنامه استراتژيك گردشگري با استفاده از مجموعه عوامل دروني (قوت ،ضعف) ومجموعه عوامل بيروني ( فرصت ، تهديد) مي‌باشد. روش تحقيق در اين پژوهش توصيفي-تحليلي مي باشد. گردآوري اطلاعات و داده هاي مورد نياز به روش بررسي‌هاي اسنادي و كتابخانه اي و مطالعات ميداني صورت گرفته و براي تحليل اطلاعات با بهره‌گيري از تكنيك SWOT نقاط قوت، ضعف، فرصت و تهديدهاي گردشگري تجزيه و تحليل شده و استراتژي‌هاي ممكن جهت توسعه گردشگري منطقه تدوين شده است.يافته هاي حاصل از اين تحقيق بيانگر آن است كه در اين روستا 8 قوت‌، 9 ضعف داخلي‌، در عين حال 8 فرصت و 8 تهديد بيروني داراي تاثير عمده بر كاركردهاي گردشگري روستا مي-باشد. نتايج ارزيابي‌هاي حاصل از مدل راهبردي SWOT نشان مي‌دهد كه در بين عوامل داخلي و خارجي مؤثر بر توسعه گردشگري دلفارد، T4, O8, W5, S8, به ترتيب داراي امتياز وزني،.۰/۲۲۸ ،۰/۲۲۱ ،۰/۲۲۰ ، ۰/۲۰۵ بوده و امتياز نهايي ماتريس ارزيابي عوامل دروني (۳/۰۵۸) و بيروني (3) نشان دهنده تاثير گذاري بيشتر عوامل داخلي بر عوامل خارجي در روستاي دلفارد مي‌باشد. استراتژي‌هاي منتج‌ از‌ راهبرد SWOT نشان داد كه راهبرد بازنگري (WO) با امتياز ۳/۴ به عنوان اولين الويت و راهبردهاي (WT) با امتياز ۳/۱ ،(SO) با امتياز 3 ،(ST) با امتياز ۲/۷ به ترتيب در اولويتهاي بعدي برنامه ريزي گردشگري دلفارد مي باشند.
چكيده لاتين :
Introduction Rural areas have faced with several challenges such as poverty, employment, health, food security and environmental issues (ghobadi, et. al. 2012:72). So, knowing that how many countries achieve rural development in the rural economy have taken a variety of building, and on the basis of the rural tourism development, it is as a valuable and growing part in the economic approach of watershed (Shably, 2001: 262) and in more countries, there is an important factor in elimination of poverty, growth of job creation and increasing the income of people in rural areas which can adjust the poverty (Sebl, 2010:143). According to the dimensions of the rural tourism development, lots of studies have been carried out in the world and Iran in this field. Mantiho (2001) and Woodside (2008), emphasize the necessity of the use of strategic management issues related to tourism and analysis of the industry's problems in their strategic studies to increase durable attraction of tourists to the area. Fanz, et. al. (2011) by identifying strengths, weaknesses, opportunities and threats analyses of tourism of Aragon of Spain, used SWOT as a tool for assessing sustainable rural tourism situation and concluded, despite the existing problems of rural tourism, in which, this region has the durability and sustainability for the future. The study of Rishi and gridhar (2007), with the use of the analysis of SWOT mountainous Himachal Pradesh area facilities carried out in North India to extract the data and conclude that this area has a high ability to attract tourists, but with a lack of amenities and being faced with a situation of tourism in this region, which can be one of the main poles of tourism in India. Despite the importance of rural tourism and the benefits arising from it, and taking into account the different country villages which have abundant potentials in terms of cultural and historical attractions of ecotourism and climatic diversity, there are numerous issues and problems in the needs of cultural, educational, infrastructural, data, etc. These issues and problems are made up of rural people in different parts of the country in which, they have not been able to fully take advantage of the situation to optimize the unprecedented talents and capabilities (Ghobadi, et. al. 2012: 72). In this context, one of the country's villages that has a good potential in the field of tourism, i.e., Delfard tourism village has been located in Jiroft in Kerman province. The tourism target of villages, which is of the most important tourist attractions of this village which these attractions can be pointed out as beautiful waterfall, the river and the existence of special weather conditions that produce two types of product, such as tropical and the cold (Walnut, cherry, pomegranate, citrus) in one area. So, the goal of this study is to consider the items listed and understand that the evaluation of Delfard potential and region tourist restrictions can affect the proper planning of the productive tourism in this rural area and fixing its problems and issues have to identify and formulate strategies for the development of tourism in this village. Methodology This study descriptive-analytical one. To collect information and required data, documentary, library and field studies were taken out. In line with the information, the examination of the tourism development of the region was discussed, and then to analyze the findings, the model SWOT that was one of the appropriate methods in the analysis of the measures in the strategic planning process was used. Model SWOT is applied to identify and reform the common strengths and weaknesses of the internal opportunities and external threats. Model SWOT identifies the best strategies. Strategies increase and lessen the strengths and opportunities, and also, the weaknesses and threats, respectively. (Pearce and Robinson, 2009:307). Delfard should recognize the found status quo of tourism (strengths and weaknesses) and correspondingly, (opportunities and threats). The coefficient variables were calculated using the Delphi method and software Expert choice. Results and Discussion In line with the strategic methodology factors in analysis approach (SWOT) and understanding the opportunities, threats, strengths and weaknesses raised from the outer and inner factors which influence tourist attraction, the objectives, strategies, actions, resources, and the capacities of sample of interest area are evaluated. Results obtained from this study indicate that in this village, (8) strengths, (9) weaknesses, (8) opportunities, and (8) threats affect the tourism. It should be noted that internal factors (strengths and weaknesses) of the area check the status quo of tourism area and external factors (opportunities and threats) as well as the examination of documents in this field at the level of the city and the province have been extracted. Conclusion The obtained results of the strategic model SWOT indicate that among internal and external factors affecting Delfard tourism development, S8, W5, O8, and T4 have score weight 0.228, 0.221, 0.22, and 0.205 respectively, and the final score matrix of internal factors evaluation (3.058) and external (3) represents more effectiveness of the internal factors than the external factors in Dalfard village. The result of the strategy SWOT indicated that strategy of review (WO) with score 3.4 as a first priority and strategies (WT) with score 3.1, (SO) with score 3 (ST) with score 2.7 are in the next priorities of Dalfard tourism planning. So, the objective of this study is that the tourism development plan for all-round development in the background of this village is due to the findings of Tayebi, et. al. (2007). Tourism development and economic growth is due to earn money exchange. The Karami, Dehkordi, and Kalantari (2011) believe that the development of rural tourism in the rural family increases income, sales of agricultural products, the production and sale of crafts and also, increases activity field for women in rural land use. So, the proposal is more about development of tourism in Delfard rather than any need in reducing limits, using and strengthening opportunities. This only occurs through a prospective targeted program, and according to the constituent elements of tourism which include: attraction, transportation, advertising, management, services and infrastructure, regulation and cultural indicators, realization of this proposal is possible.
