The Lease ofBandar Abbas: Implications for Mutual Relations between Imam of Muscat and the Central Government of Iran in the Early Qajar Period

ﺑﺮرﺳﯽ ﻣﻮﺿـﻮع اﺟـﺎره داري ﺑﻨـﺪرﻋﺒﺎس در دوره ﻗﺎﺟﺎرﯾـﻪ ﻧﻘﺸـﯽ ﻣﻬـﻢ درﺷـﻨﺎﺧﺖ ﺳـﻨﺖ ﻫـﺎي دﯾﻮانﺳﺎﻻري اﯾﺮاﻧﯽ در ﻣﻨﻄﻘﮥ ﺧﻠﯿﺞﻓﺎرس و ﺗﻌـﺎﻣﻼت ﺳـﺎﺣﻞ ﻧﺸـﯿﻨﺎن ﺳـﻮاﺣﻞ ﺷـﻤﺎ ﻟﯽ و ﺟﻨـﻮ ﺑﯽ ﺑـﺎ ﺣﮑﻮﻣﺖ ﻗﺎﺟﺎر دارد. ﺑﺮرﺳﯽ اﯾﻦ ﻣﻮﺿـﻮع، ﺑـﺮ اي روﺷـﻦ ﺷـﺪن ﻣﺎﻫ ﯿـ ﺖ ﻣﻨﺎﺳـﺒﺎت ﺗـﺎر ﯾﺨﯽ اﯾـ ﺮان و ﺳﺎﺣﻞﻧﺸﯿﻨﺎن ﺳﻮاﺣﻞ ﺟﻨﻮﺑﯽ ﺧﻠﯿﺞﻓﺎرس و ﺗﺒﯿﯿﻦ رواﺑﻂ و ﺗﻌﺎﻣﻼت ﻣﯿﺎن ﻋﻨﺎﺻﺮ اﯾﺮاﻧﯽ و ﻋﺮب در ﻣﻨﻄﻘـﮥ ﺧﻠﯿﺞﻓﺎرس ﺿﺮوري ﻣﯽﻧﻤﺎﯾﺪ. ﺑﺮرﺳﯽﻫﺎي ﺗﺎرﯾﺨﯽ در ﺑﺎب اﺟﺎرة ﺑﻨﺪرﻋﺒﺎس ﻧﺸﺎن دﻫﻨﺪة ﻧﻮﻋﯽ ﻫﻤﺮاﻫـ ﯽ اﻣﺎم ﻣﺴﻘﻂ ﺑﺎ ﺣﮑﻮﻣﺖ ﻗﺎﺟﺎر اﺳﺖ ﮐﻪ در ﻣﻨﺎﺑﻊ ﮐﻤﺘﺮ ﺑﻪ آﻧﻬﺎ اﺷـﺎره ﺷـﺪه و اﻣـﺮوزه در ﺑﺮﺧـﯽ ﺗﺄﻟﯿﻔـﺎت ﻓﺎرﺳﯽ و ﻋﺮﺑﯽ ﺑﺎ ﺗﻌﺎﺑﯿﺮي دﯾﮕﺮ از آن ﯾﺎد ﻣﯽﺷﻮد. ﺗﺤﻮل در ﻣﻨﺎﺳـﺒﺎت ﻣﻨﻄﻘـﻪ اي ﺑـﺎ ﺗﻮﺟـﻪ ﺑـﻪ ﻗـﺪرت روزاﻓﺰون اﻧﮕﻠﺴﺘﺎن و ﺑﺎزﻣﺎﻧﺪن ﺣﮑﻮﻣﺖ ﻗﺎﺟﺎر از ﺗﺤﻮﻻت ﺟﺪﯾﺪ ﻣﺎﻧﻊ اﺗﺨﺎذ ﺳﯿﺎﺳﺘﯽ ﮐﺎرآﻣـﺪ ﺷـﺪ و ﺑـﺎ ﺑﺮوز اﺧﺘﻼﻓﺎت، ﻣﻮﺿﻮع ﺑﻨﺪرﻋﺒﺎس ﺑﻪ ﺗﺪرﯾﺞ ﻣﻮﺟﺐ اﺧﺘﻼل در ﺗﻌﺎﻣﻼت ﺧﺎﻧﻮادة ﺑﻮﺳـﻌﯿﺪ و ﺣﮑﻮﻣـﺖ ﻣﺮﮐﺰي ﺷﺪ. اﯾﻦ ﻣﻘﺎﻟﻪ ﺑﺎ روﯾﮑﺮدي ﺗﺤﻠﯿﻠﯽ، ﺿﻤﻦ ﺑﺮرﺳﯽ ﻣﺎﻫﯿﺖ اﺟﺎره داري ﺑﻨـﺪرﻋﺒﺎس و ﻧﻘـﺶ آن در ﺗﻌﺎﻣﻼت ﺑﻮﺳﻌﯿﺪ و ﺣﮑﻤﺮاﻧﺎن ﻣﺤﻠﯽ، ﺑﻪ دﻧﺒﺎل ﭘﺎﺳﺦ ﺑﻪ اﯾﻦ ﭘﺮﺳﺶ اﺳﺎسي اﺳـﺖ ﮐـﻪ ﻣﻮﺿـﻮع اﺟـﺎره ﺑﻨﺪرﻋﺒﺎس، ﺗﺎ ﭼﻪ ﺣﺪ ﻣﺎﻫﯿﺖ ﻣﻨﺎﺳﺒﺎت ﺣﮑﻮﻣﺖ ﻗﺎﺟﺎر و اﻣﺎم ﻣﺴﻘﻂ را ﻣﻨﻌﮑﺲ ﻣﯽﮐﻨﺪ؟

Studying the lease of Bandar Abbas in Qajar era is integral to lltluerstanding Iranian bureaucratic traditions in the Persian Gulf region and .;l.eds light on the interactions between northern and southern coast inhabitants with Qajar government. In order to illustrate the nature of historical relations between Iran and the inhabitants of the southern coast of the Persian Gulf and better understand the Arab-Iranian interactions, it is essential to study the Lease of Bandar Abbas. Historical surveys of the Lease of Bandar Abbas is indicative of a harmony of sorts between Imam of Muscat and the Qajars, an issue that has barely been noticed in academic sources, or has been alluded to in a different context in Arabic and Persian language research. Regional relations underwent vast developments and Britain's clout in the region intensified, however, Qajars lagged behind and failed to catch up with new developments and were unable to make effective policies. Under these circumstances, tensions broke and the issue of Bandar Abbas gradually became a source of tension lor Bu-Saeid Family and the central government. The current paper has employed an analytical approach to study the nature of Bandar Abbas Lease and asses its importance for Bu Saeid's interactions v.ith local rulers, thereby finding answer to this fundamental question: to what extent did the Lease of Bandar Abbas reflected the nature of relations between Qajars and Imam of Muscat?
