مطالعه‌ي تاثير ارزش افزوده بخش صنعت برتقاضاي برق اين بخش و پيش بيني تقاضاي برق صنعت با توجه به اصلاحات قيمتي

The Study of the Impact of Value Added of the Industrial Sector on Electricity Demand and Forecast of Demand for Electricity in Industrial Sector with Attention to Price Reforms

با توجه به اهميت انرژي برق به‌عنوان يكي از اركان مهم رشد و توسعه‌ي اقتصادي، مطالعات گسترده‌اي به منظور برآورد و پيش بيني تقاضاي برق انجام گرفته است. در اين مقاله با استفاده از از روش ARDL، تقاضاي برق در بخش صنعت كشور ايران برآورد و پيش‌بيني شده است. نتايج توابع برآورد شده حاكي از آن است كه ارزش افزوده بخش صنعت تاثير مثبت و معناداري بر تقاضاي برق اين بخش دارد. كشش درآمدي در بخش صنعت كوچك‌تر از يك بوده كه بيانگر ضروري بودن كالاي برق مي‏باشد. نتايج حاصل از تخمين، بيانگر وجود رابطه‌ي بلندمدت ميان متغيرهاي بخش صنعت است. در اين مقاله بر اساس اصلاحات قيمتي مربوط به قانون هدفمند كردن يارانه‌ها و تخمين‏هاي به‌دست آمده، پيش بيني تقاضاي برق تا پايان برنامه‌ي پنجم توسعه انجام شده كه نتايج بيانگر افزايش مصرف برق در بخش صنعت مي باشد. در پايان پيشنهادات سياستي جهت ايجاد تغيرات اساسي در ساختار صنعت براي بهبود تكنولوژي ماشين‏آلات و تجهيزات صنايع مختلف ارايه مي‏كند كه در اين راستا توصيه مي‏شود دولت پس از تدوين ضوابط و استانداردهاي كارايي تجهيزات و ماشين آلات، بر اجراي آن نظارت داشته باشد. طبقه بندي JEL: Q31, E64 ,L16 , C32

Given the importance of electrical energy as one of the main factors behind economic growth and development, numerous studies in different countries have been devoted to estimate and forecast electricity demand. In this paper, ARDL technique is used to estimate and forecast electricity demand in the industrial sector. The results indicate that the value added of the industrial sector has a significant positive impact on the demand for electricity in this sector. The income elasticity in industrial sector is found to be less than unity, which shows electricity to be a necessary commodity. The results indicate the existence of a long-term relationship between the variables in this industry. In this article, based on amendments to the law on subsidies, forecast of electricity demand was carried out until the end of the Fifth Development Plan; and the results point to an increase in power consumption in the industry. At the end, fundamental changes in the structure of industry to improve technology and equipment in various industries have been proposed. In this regard, government should develop standards for equipment efficiency and monitor its implementation carefully. JEL Classification: Q31, E64, L16, C32
