Effectiveness of Responsible Institutions in Managing the Vulnerabilities of the Public Security Environment

يكي از رسالت‌هاي اساسي نظام‌هاي سياسي، برقراري امنيت عمومي است؛ يعني «امنيت ناظر بر توليد و حفظ شرايطي كه در آن؛ حقوق افراد، گروه‌ها و نهادهاي اجتماعي تامين مي‌گردد»؛ اما نكته مهم در اين مقوله، شناخت آسيب‌هاي محيط امنيت عمومي و مديريت آنهاست كه مي‌تواند سبب بروز ناكارامدي در حوزه‌هاي مختلف را به‌دنبال داشته باشد؛ بنابراين، ضعف در شناخت ناكارامدي اين مديريت در بسياري از موارد سبب انحراف نهادهاي مسيول در تامين امنيت عمومي مي‌شود؛ بنابراين، شناخت و تبيين حوزه‌هاي آسيب‌شناسي امنيت عمومي و رخدادها و روندهايي كه موجب ظهور چنين ناكارامدي‌هايي مي‌گردد، از اهميت خاصي برخوردار است كه در اين مقاله به آنها پرداخته شده است، با اين هدف، نگاه همه‌جانبه و دستگاهي به مديريت آسيب‌ها و اركان امنيت عمومي (شامل موضوع، تهديدكننده، تامين‌كننده و ابزار تامين)، شناخت و تبيين رخدادها و روندهاي تاثيرگذار در ناكارامدي و انحراف نهادهاي مسيول در تامين امنيت عمومي و رفع اين ناكارامدي‌ها و يا رفع علت بروز آنها و عواقب ناشي از رفع نكردن آنها و چگونگي اهميت يافتن تاثيرهاي آنها در امنيت‌ عمومي و همچنين شناخت و تبيين عوامل و عناصر موجود در محيط امنيت عمومي در برخورد با اين حوزه‌ها و چگونگي جلوگيري از تعارض اين عوامل و شناخت و تبيين ناكارامدي‌ها و موفقيت‌هاي اين حوزه‌ها و جايگاه آن در مديريت امنيت عمومي و درنهايت ارايه الگوي مناسب براي رفع آسيب‌هاي امنيت عمومي و روندها، روابط و فرايندهاي مثبت‌ساز آنها ازجمله مواردي هستند كه با روش توصيفي-تحليلي و با استفاده از منابع اسنادي (كتابخانه‌اي) و مصاحبه با خبرگان به آنها پرداخته شده و راه‌كارها و رويكردهاي لازم براي برون‌رفت از اين حوزه‌ها در چهار بعد «اقتصادي، سياسي، امنيتي و فرهنگي-اجتماعي» ارايه گرديده است.

One of the basic missions of political systems is the establishment of public security; "security ensures the production and maintenance of the conditions in which the rights of individuals, groups and social institutions are secured"; but the important point in this category is the recognition and management of these damages; so, the weakness in recognizing the inefficiency of this management in many cases causes the deviance of the responsible institutions in providing public safety; therefore, understanding the areas of public safety pathology and the events and trends that triggered such inefficiencies is important. For this purpose, a comprehensive and device-based approach to the management of the vulnerabilities and the pillars of public security (including the subject, the threatening, the supplier, and the means of supply), the recognition and explanation of events and trends affecting the inefficiency and the diversion of the responsible institutions in providing public safety and eliminating these inefficiencies or removing the causes of their occurrence and the consequences of their elimination and the importance of their impact on public security as well as the identification and explanation of factors and elements in the public security environment in dealing with these areas are discussed. Finally authors have addressed the strategies and approaches necessary to get out of these areas in four dimensions: "economic, political, security and cultural- Social domains”.
