The Role of Communication and Information Protection in the Field of Cyber Security of the Police (with a Passive Defense Approach)

يكي از سازمان‌هاي بسيار مهم در كشور كه با توجه به وظايف گسترده و تنوع ماموريت‌هاي محول نقش اساسي را در استقرار امنيت عمومي و در پي آن، تثبيت امنيت ملي ايفا مي‌كند نيروي انتظامي جمهوري اسلامي ايران است. گستردگي ماموريت‌هاي اين سازمان لزوم بهره‌گيري از سامانه‌ها و فنّاوري‌هاي نوين را، همچون فنّاوري اطلاعات و ارتباطات، بسيار پررنگ مي‌كند و خوشبختانه امروزه فنّاوري اطلاعات در تحقق ماموريت‌هاي ناجا جايگاهي بسيار مهم و اثرگذار دارد. پرسش اصلي تحقيق بدين‌صورت طرح شده است: «حفاظت ارتباطات و اطلاعات در امنيت فضاي مجازي ناجا، با رويكرد پدافند غيرعامل، چه نقشي دارد؟». در اين پژوهش، با بهره‌گيري از روش نمونه‌گيري تصادفي ساده، پنجاه تن از كارشناسان حفاظت ارتباطات و اطلاعات ساحفا در ستاد سازمان و فرماندهي انتظامي استان‌ها به ‌صورت تصادفي انتخاب شدند. اين افراد تنوع افسران جز و افسران ارشد و بالاتر را شامل مي‌شوند. در اين پژوهش، پس از بررسي چك‌ليست‌هاي امنيت فنّاوري اطلاعات، براي گرد‌آوري داده‌ها از پرسش‌نامه‌اي محقق‌ساخته با 45 سوال استفاده شده كه در چهار بُعد اساسي طبقه‌بندي شده است. اين پرسش‌نامه با طيف ليكرت تهيه و پس از توزيع، پايايي و روايي آن با محاسبه آلفاي كرونباخ سنجيده شد. براي تحليل داده‌ها از آمار توصيفي شامل (فراواني، درصد، ميانگين و انحراف معيار)، و براي آزمون فرضيه‌هاي پژوهش از آمار استنباطي (آزمونt تك‌نمونه‌ا‌ي) استفاده شد. بر اساس يافتههاي علميِ فرضيه نخست تحقيق، بين شناخت جايگاه و نقش حفاظت از فنّاوري ارتباطات و اطلاعات، بين تهديدهاي ارتباطات و اطلاعات، بين عوامل موثر در ارتباطات و اطلاعات با امنيت فضاي مجازي ناجا، و بين شيوه‌هاي گسترش اقدام‌هاي حفاظت فنّاوري اطلاعات در امنيت فضاي مجازي ناجا با رويكرد پدافند غيرعامل رابطه وجود دارد.

Background and purpose: The present research examines the role of communication and information protection in the field of cyber security of the NAJA with the passive defense approach. The main research question is: "What is the role of communication and information security in NAJA cyber security, with the passive defense approach?" In this research, by using simple random sampling method, fifty experts of communication and information protection were selected randomly in the police headquarters and police headquarters of the provinces. These people include a range of senior officers and senior officers. In this research, after reviewing the information security checklist, a 45-item researcher-made questionnaire was used to collect data, categorized in four main dimensions. This questionnaire was prepared with Likert scale and after distribution; reliability and validity were measured by Cronbachʹs alpha. Descriptive statistics (frequency, percentage, mean and standard deviation) were used to analyze the data, and inferential statistics (t-test) were used to test the hypotheses of the research. According to the scientific findings, the first hypothesis of the research is that between the recognition of the role and the role of protecting ICT, the threats of communication and information, the hypothesis of the factors affecting communication and information with cyber security, and the ways in which IT protection measures are expanded, NAJA Cyber Security has a relationship with inactive defense approach.
