On the Nature of Development

با توجه به اهميت فهم چيستي توسعه و مزاياي متعدد اين فهم، در متن حاضر به بررسي چيستي توسعه يا به عبارت ديگر مفهوم توسعه پرداخته خواهد شد. براي تحقق اين منظور در ابتدا به بيان موضوع پرداخته و مفهوم توسعه را همانند يك مثلث در نظر گرفته كه موارد سه گانه زير، اضلاع اين مثلث را تشكيل مي دهند: سير تطور توسعه در طول زمان، تعاريف توسعه و اهداف توسعه و انتخاب يك هدف عمده كه شامل مجموعه اي از اهداف باشد. در اصل مي توان گفت بدون موارد بيان شده امكان فهم توسعه وجود ندارد. به منظور بيان ضلع اول، يعني بررسي سير تطور توسعه در طول زمان، رهيافت هاي توسعه را از 1950 تا 2000 از منظر ويليس (2005) بيان نموده و چگونگي تغيير اين رهيافت ها را از اشكال اقتصادي، كلان و بالا به پايين به اشكال اجتماعي-فرهنگي، مردمي، مشاركتي (از پايين به بالا) و خرد توضيح داده شده است. در مورد تعاريف توسعه به نظر صاحبنظران رجوع كرده و تعاريف مختلف توسعه را از نظر تعداد كثيري از دانشمندان بيان نموده ايم، بديهي است كه تعاريف موجود در بسياري از موارد داراي وجوه تشابه بوده و افتراق تعاريف در اكثر موارد ذكر شده، اندك مي باشد. در آخر به منظور بررسي آخرين ضلع، يعني اهداف توسعه، ابتدا به ذكر اهداف توسعه هزاره پرداخته و با شرح بسيار به اين نتيجه رسيده ايم كه ارتقا كيفيت زندگي، عمده ترين و كامل ترين هدف توسعه مي باشد كه مجموعه اي از اهداف ديگر را نيز در برمي گيرد. بعد از بيان موارد ذكر شده، به ترسيم مثلث يعني بيان مفهوم توسعه پرداخته و اين مفهوم در غالب يك تعريف كلي توضيح داده مي شود. در بخش نتيجه گيري، به جمع بندي كلي مطالب ذكر شده پرداخته و با تشريح هرچه بيشتر تعريف مورد نظر را تفسير كرده و مهم ترين مولفه هاي آن را ذكر نموده ايم. لازم به ذكر است كه در مطالعه حاضر به تناسب موضوع، از روش اسنادي و كتابخانه اي بهره برده ايم.

Given the importance of understanding the nature of development and abundant advantages of this understanding، in this text، nature of development or in other words، concept of development are reviewed. For this research، we first dealt with statement of problem and considered development concept a rectangle where following triple cases form sides of the rectangle: Development process along the period، definitions of development and its goals and choosing one general goal include a set of objectives. In principle it can be said without the cases expressed، there is no possibility of the development. In order to express the first side، an examination of the evolution of development over time، approach development from 1950 to 2000 in terms of Willis (2005) state and how to change the approach from forms of economic، social and macro and top-down to forms cultural، popular and participation (from bottom to top) and micro were all explained. As for definitions of development we referred to comments of experts and expressed various development definitions of many scientists. It is evident that the definitions available in are similar in many cases and the segregation of them is little in many cases. Finally، in order to review the last sidedevelopment goals- first we dealt with goals of millennium development and with much explanation we concluded that improving life quality is the most complete development goal which includes a set of other goals. After expressing cases mentioned، we drew a triangle-expressing development concept and the concept is explained within framework of one general definition. In conclusion، the entries expressed were collected in general and we explained the definitions and expressed the most important criteria. It should be noted that in this study we sought to fit the theme and used documentary and library methods.
