شاخص‌هاي نوآوري جهاني و بررسي نقاط ضعف و قوت ايران در اين شاخص‌ها

امروزه ديگر جايگاه و اهميت نوآوري در پيشرفت كشورها در عرصه داخلي و بين المللي بر كسي پوشيده نيست. ارزيابي توان نوآوري در سطح ملي مقدمه سياستگذاري در اين حوزه است. به همين دليل تاكنون مطالعات گسترده‌اي در اين حوزه انجام گرفته است. در ايران اسلامي نيز با تعيين «نوآوري و شكوفايي» به عنوان شعار سال 1387 توسط مقام معظم رهبري و اعلان عمومي بسيج ظرفيت‌هاي داخلي به‌منظور توسعه زيرساختهاي نوآوري، اهميت موضوع فوق‌الذكر بيش از پيش نمايان گرديد. در مقاطع بعدي نيز اين شعار راهبردي با عباراتي از جمله"اين يك شعار حقيقي است و نوآوري يك نياز كنوني حركت كشور است" در بيانات مقام معظم رهبري مورد تأكيد قرار گرفت. در سالهاي اخير هم "اقتصاد مقاومتي" به عنوان يك فراراهبرد در سياست‌هاي كلان جمهوري اسلامي ايران مطرح شده است كه از اركان مهم آن اقتصاد مبتني بر دانش مي‌باشد. لذا ضرورت هدايت هدفمند نوآوري در سطح ملي به عنوان يك نياز بحراني در مقطع كنوني مورد نظر مي‌باشد. توسعه نظام ملي نوآوري تنها به وسيله تعامل هدفمند مجموعه‌اي از نهادها امكان‌پذير است. نهادهاي مرتبط با نظام ملي نوآوري در صورت ايجاد انسجام و برقراري ارتباطات هدفمند ميان خود، مي‌توانند در قالب يك نظام پويا و مولد، نوآوري را در كشور ترويج و توسعه دهند. در اين مقاله وضعيت و ظرفيت نوآوري ايران طبق شاخص‌هاي جهاني نوآوري ارزيابي مي‌شود و سعي بر آن است تا با تكيه بر اطلاعات معتبر جهاني تحليل مناسب از جايگاه نوآوري ايران در مقايسه با ساير كشورها ارائه و پيشنهاداتي به سياستگذاران ارائه شود تا با استفاده از آن بتوانند براي ادامه راه تدابيري بينديشند.

Today, the role and importance of innovation in the domestic and international developments of the countries is so obvious. Evaluation of innovation at the national level is crucial for policymaking in this area. For this reason, extensive studies have been conducted in this area. In the Islamic republic of Iran, by determining the "innovation and development" as the slogan of the year 2008 and public announcement by the Supreme Leader and the mobilization of internal capacity to develop the infrastructure for innovation, the importance of the above-mentioned issue has been shown more than before. In the next years, this strategic slogan was stressed in a statement by Supreme Leader with phrases such as "This is a true slogan and innovation is a need for current movement of the country". In recent years, the "resistance economy" has been noticed as a strategy in macro policies of the Islamic Republic of Iran, which is the most important pillar of the knowledge-based economy. Therefore targeted guidance of innovation at the national level as a critical need is desired at present. Development of the National Innovation is possible by purposeful interaction of some institutions. This institution can promote and develop innovation in the form of a dynamic and productive system in case of targeted integration and communication among themselves. In this paper, the innovation capacity of Iran is evaluated according to the Global Innovation Index to present proper analysis of Iran’s position in innovation according to the world reliable information so policy makers are able to decide for future.
