پيامدها و اثرات رويكرد نوعثماني‌گرايي سياست خارجي تركيه بر منطقه خاورميانه

Consequences and Effects of the Neo-Ottomanism Approach of the Turkish Foreign Policy on the Middle East

باروي كار آمدن حزب عدالت و توسعه در تركيه، توجه رهبران اين حزب به هويت تاريخي اين كشور است كه برگرفته از امپراتوري چندمليتي، چند نژادي و چند زباني عثماني است كه به مدت بيش از شش قرن يكي از قدرت‌هاي مهم وتاثير گذار در نظام بين‌الملل بود. رهبران و سياست‌مداران حزب عدالت و توسعه توجه به سابقه تاريخي و فرهنگي اين كشور و استفاده از آن براي احياي نفوذ و گسترش روابط اين كشور با مناطقي كه قبلا جزي از امپراتوري عثماني بوده‌اند را در اولويت سياست خارجي خود قرار داده‌انداين مقاله براي پاسخ‌گويي به اين سؤال كه تبعات و پيامدهاي رويكرد نو‌عثماني‌گرايي سياست خارجي تركيه بر منطقه خاورميانه چه بوده است؟ ما در بررسي‌هاي خود به اين نتيجه رسيديم كه نو‌عثماني‌گرايي چالش‌ها و فرصت‌هايي براي تركيه داشته است كه در قالب پاسخ به اين فرضيه كه رويكرد نو‌عثماني‌گرايي تركيه باهدف بسط حوزه نفوذ، از طريق حمايت از گروه‌هاي قومي و مذهبي زمينه‌ساز گسترش رقابت قدرت‌هاي منطقه‌اي، شكل‌گيري نزاع و تشديد بي‌ثباتي امنيتي در منطقه خاورميانه را فراهم نموده است، بطوريكه اين رويكرد در همه ابعاد قابل‌مشاهده و لمس است. روش پژوهش تحليلي و توصيفي است و با توجه به داده هاي بدست آمده در طي پژوهش به ارائه نتايج خواهيم پرداخت

With the rise of the Justice and Development Party in Turkey, the leaders of this party have paid particular attention to the historical identity of this country, which has been derived from the multinational, multiracial and multilingual Ottoman Empire being one of the major powers in the international system for more than six centuries. The leaders and politicians of the Justice and Development Party have prioritized in their foreign policy their attention to the historical and cultural background of this country and the use of it to regain the power and develop their relations with the regions which were once parts of the Empire. This article is an attempt to determine the consequences and effects of Neo-Ottomanism on the Middle East. We came to the conclusion that Neo-Ottomanism has had challenges and opportunities for Turkey, with the aim of expanding this country's scope of power by protecting the ethnic and religious groups, and has led to the intensified competition among the regional powers, the occurrence of conflict and security instability in the Middle East, so that it has had visible effects in all aspects. This is a descriptive-analytical research and we will come to conclusions based on the data obtained in the study.
