در فضاي به شدت رسانه اي شدۀ كنوني جهان، داشتن اطلاعات كافي نيست، بلكه انسان ها بايد به دانش تحليل اطلاعات و پيام نيز مجهز شوند. اولين و اساسي ترين گام براي توقف و يا حداقل كُند كردن ميزان توانايي سلاطين سارق جديد كه ذهن انسان ها را هدف گرفته اند، شناخت شيوه هاي غير اخلاقي و ضد بشري عمليات رواني است. لذا فراگيري تكنيك هاي عمليات رواني در سطوح راهبردي و تاكتيكي، ذهن افراد را در مقابل هجمه هاي رواني تا حدود زيادي مصون داشته و در نتيجه به راحتي بازيچۀ دست فرصت طلبانِ سودجو نمي شوند. از طرفي، با به كار بستن تكنيك هاي اخلاقي و انساني عمليات رواني، مي توان به بسط حقيقت در فضاي مبهم كنوني جهان اميدوار شد؛ فضايي كه به دليل كثرت نظام هاي رسانه اي با ايدئولوژي ها و اهداف متناقض، موجب سر درگمي ذهني افكار عمومي شده است. تكنيك هاي عمليات رواني راهبردي شامل برنامه ها، اقدامات، اطلاعات و اخباري است كه در گسترۀ منطقه اي يا جهاني از سوي سازمان هاي دولتي به منظور تاثير گذاري بر نحوۀ نگرش و رفتار ديگران صورت مي پذيرد.

It is not enough to have information in the today's world of media; rather, human beings must also be equipped with the knowledge of analyzing the information and messages. The first and most basic step to stop or at least slow down the ability of the new burglars who have targeted the minds of humans is to recognize the unethical and anti-human practices of psychological operations performed by them. Therefore, learning psychological operations techniques at strategic and tactical levels will considerably protect people's minds against psychological attacks so that they will not easily be exploited by profit-seeking opportunists. On the other hand, through the use of the ethical and humanitarian techniques of psychological operations, one can hope for the expansion of the truth in the current turbulent atmosphere of the world, which has led to the mental confusion of public opinions due to the multitude of media systems with contradictory ideologies and intentions. Strategic psychological operations techniques include programs, actions, information and news that are used at regional or global levels by government agencies in order to influence the attitudes and behaviors of others.
