Unary Maintenance Assessment to Proposal Excellence Program Maintenance for a Military University

يكي از ويژگي هاي مهم سازمان هاي پويا، تعالي سيستم‌هاي مديريت نگهداري و تعميرات است. مدل‌هاي تعالي مختلفي در سطح دنيا اعم از بومي و بين المللي طراحي و اجرايي شده است. بديهي است اين مدل ها بايد جهت هر سازمان بومي‌سازي شوند. در اين تحقيق، با توجه به شرايط سازمان مورد مطالعه كه يك دانشگاه نظامي است، مدل تعالي كمپبل معروف به آپتايم انتخاب شده است. روش تحقيق به صورت توصيفي، تحليلي و مصاحبه‌اي و مطالعه ميداني بوده و سيستم نت در 10 جنبه با استفاده از پرسش‌نامه حاصل از مصاحبه با خبرگان و متخصصين مورد ارزيابي قرارگرفته و پايايي پرسش‌نامه‌ها به كمك نرم‌افزار SPSS محاسبه و تاييد شده است. سپس نمودار عنكبوتي پارامترهاي سيستم مديريت نت در وضعيت موجود ترسيم و با انجام مميزي ميزان فاصله اين دانشگاه نظامي از استانداردهاي مدل تعالي آپتايم در هر معيار تعيين شده است. نتايج اين تحقيق علاوه بر فاصله از مدل تعالي نامتوازن بودن رشد در معيارهاي مختلف را نيز نشان داد. در ادامه، راه‌كارها و اقدامات مورد نياز براي تحقق الزامات مدل مشخص گرديد. آنگاه اين اقدامات با توجه به ميزان تاثيرگذاري آن‌ها توسط پرسش‌نامه ديگري به روش TOPSIS اولويت‌بندي شد. در نهايت با توجه به اولويتها، يك برنامه زمان‌بندي شده براي تعالي دانشگاه نظامي مورد مطالعه پيشنهاد شد.

One of the important features of a dynamic organization is excellence maintenance management systems. Various models of excellence across the world, both local and international have been designed and implemented. Obviously, these models should be localized to any organization. In this study, considering the conditions of the studied organization that is a military academy, campbell excellence model known as uptime is selected. The research method is descriptive, analytical, interview and field study and the maintenance system is evaluated on 10 aspects using a questionnaire from interviews with experts. The reliability of questionnaires has been calculated and confirmed with SPSS software. Then the spider diagram of the parameters of maintenance management system is drawn in the existing situation and the distance of the military university from excellence model uptime standards for each criterion by performing the audit is determined. The results of this study in addition to the distance from the excellence model, also indicated unbalanced growth in different metrics. In addition, strategies and actions needed to fulfill the requirements of the model were determined. Then these actions according to their impact factor by another questionnaire were prioritized using TOPSIS method. Finally, a schedule was proposed for studied military university excellence with regard to priorities.
