ارزيابي پيامدهاي اقتصادي- ‌محيط‌ زيستي گرمايش جهاني با تاكيد بر دستاوردهاي اجراي پروتكل كيوتو در جمهوري اسلامي ايران

Assessment of Environmental and Economic Consequences of Global Warming with Emphasis on the achievements of Kyoto Protocol Implementation in Iran

حفظ اكوسيستم‌هاي‌ كره زمين يكي از مباحثي است كه در دهه‌هاي اخير به دليل وقوع رويدادها و بحران‌هاي محيط‌زيستي ناشي از فعاليت‌هاي صنعتي از اهميت خاصي برخوردار است. شكل‌گيري بيش از ده‌ها كنوانسيون و پروتكل در عرصه‌هاي مختلف محيط‌ زيستي نيز اهميت اين موضوع را نشان مي‌دهد. با توجه به اين كه اجراي كنوانسيون و به‌ويژه پروتكل آثار اقتصادي، اجتماعي و محيط‌زيستي بر همه كشورهاي جهان به‌ويژه كشورهاي در حال ‌توسعه با اقتصادِ ضعيف و آسيب‌ پذير دارد؛ بر اين اساس در اين مقاله، ضمن معرفي شاخص‌هاي‌ محيط‌ زيستي توسعه پايدار در ويژه انتشار دي‌ اكسيدكربن به بررسي وضعيت انتشار اين گاز در كشورهاي عضو پروتكل همزمان با اجراي دور اول آن پرداخته ‌شده است. در ادامه، رويكردهاي آب‌ و هوايي پس از اجراي دور اول مورد تجزيه‌وتحليل قرار گرفت. روش مورد مطالعه در اين پژوهش، از نوع تبييني- تحليلي است. بررسي شاخص‌هاي معيار در ارتباط با گرمايش جهاني نشان داد با توجه به اين كه، كشورهاي صنعتي با اعمال الزامات محيط‌زيستي در پروتكل كيوتو و با در نظر گرفتن سياست‌هاي مختلف اقتصادي سعي در انجام تعهدات خود در راستاي كاهش گازهاي گلخانه‌اي داشته‌اند، اما همچنان درروند جهاني با افزايش توليد و انتشار مواجه هستيم. اين روند صعودي را مي‌توان دركشورهاي غير ضميمه از جمله جمهوري اسلامي ايران نيز مشاهده نمود كه در دور اول اجراي پروتكل هيچ‌گونه تعهدي در جهت كاهش انتشار گازهاي گلخانه‌اي نداشته‌اند.

One of the most important issues which has recently drawn attention is the preservation of the earth's ecosystems due to the events and environmental crises caused by industrial activities. The formation of more than a dozen conventions and protocols in different areas of environment also shows the importance of this issue. Given the implementation of the Convention and the Protocol, particularly the economic, social and environmental effects on all countries, especially developing countries with weak and vulnerable economy, in this article we Introduce environmental indices for Sustainable Development. In the case of carbon dioxide emissions, to examine emissions spectrum in the member states of Kyoto Protocol concurrent with the implementation of the first period, then climatic approaches were analyzed after the implementation of the first round. This research employs explanatory- analysis method. Examining indices shows that industrialized countries meet environmental requirements of the Kyoto Protocol and with regard to their own economic policy try to fulfill their obligations to reduce their greenhouse gas emissions but we face the global trend of rising emissions. This trend can be observed in non-Annex countries, including the Islamic Republic of Iran that there is no obligation in the first round to reduce greenhouse gas emissions.
