The Iranian Regional Security Strategy and the Middle East Security Crisis: Characteristics and Objectives

ايران در يك دهه اخير در محيط امنيتي خاورميانه با معضلات امنيتي متراكمي مواجه بوده است كه سعي در رفع آنها دارد. با توجه به تلاش كشورهاي منطقه مبني‌بر تعميق حضور قدرت‌هاي فرامنطقه‌اي و عدم واگذاري نقش فعال به ايران، اين كشور راهبرد امنيت منطقه‌اي خاص خود را براي مديريت بحران‌هاي خاورميانه در پيش گرفته است. مقاله حاضر با روش توصيفي-تحليلي به واكاوي راهبرد امنيت منطقه‌اي ايران در خاورميانه مي‌پردازد. سيوال اصلي اين مقاله اين است كه راهبرد امنيت منطقه‌اي ايران در بحران امنيتي خاورميانه چيست و از چه ويژگي‌ها و اهدافي برخوردار است؟ يافته‌ها نشان مي‌دهد كه راهبرد امنيت منطقه‌اي ايران به دليل موازنه قواي حاكم بر خاورميانه و كنار گذاشته‌شدن از مديريت امنيت منطقه‌اي، در قالب امنيت بهم‌پيوسته شكل گرفته است. مهم‌ترين ويژگي‌هاي اين راهبرد، حضور فعال در تحركات سياسي حلقه‌هاي امنيتي فوري و غيرفوري، دفاع فعال تهاجمي، تقويت توان بازدارنده موشكي و همكاري‌هاي تاكتيكي با ساير كشورها مانند روسيه است. مهم‌ترين اهداف اين راهبرد، مقابله با تروريسم تكفيري، ايجاد توازن در برابر ايتلاف‌هاي ضدايراني و مقابله با راهبرد نيابتي سياست خارجي امريكا‌‌ در خاورميانه است.

Iran has been dealing with accumulated security dilemmas in the Middle East security environment during the previous decade and has strived to resolve them. In light of the efforts made by the regional countries to extend trans-regional powers presence and their opposition to Iran’s active role playing in the region, Iran has opted for its own particular regional security structure to manage Middle Eastern crises. Adopting a descriptive – Analytical approach, the present article explores Iran’s regional security strategy in the Middle East. The primary question is: what are the characteristics and objectives of Iran’s regional security strategy in the Middle East crisis? The findings demonstrate that given the prevailing Middle East balance of power and the efforts to sideling Iran in that, Iran has tried to develop a regional security strategy based on an interconnected security for all. The most important characteristics of this strategy are Iran’s active participation in the political dynamics of its vicinity and in more distant circles, active offensive defense, strengthening of its missile defensive- deterrent capabilities as well as tactical cooperation with some other actors like Russia. The most important objectives of this strategy are countering the Takfiri terrorism and the United States proxy strategy in the Middle East together with balancing the anti-Iranian coalitions.
