An analysis of current and desirable situation of electronic government service provision in rural areas of the Hamedan province

محور توسعه روستا ها در آغاز هزاره سوم ميلادي بر مبناي جامعه اطلاعاتي است و توسعه فناوري اطلاعات و ارتباطات در روستا ها از جمله اهدافي بوده كه در اجلاس سران كشور ها مورد توجه قرار گرفته است. دفاتر خدمات فناوري اطلاعات و ارتباطات (فاوا) زمينه ساز توسعه دولت الكترونيك بوده و شناخت لازم از وضعيت اين دفاتر يك ضرورت مسلم براي توسعه آن ها است. هدف پژوهش حاضر، بررسي مقايسه اي وضعيت موجود و مطلوب ارايه خدمات دولت الكترونيك در مناطق روستايي استان همدان (شهرستان هاي همدان، بهار و فامنين) از ديد گاه كار گزاران دفاتر فاواي روستايي بود. جامعه آماري پژوهش شامل 91 نفر از كار گزاران اين دفاتر بوده كه با روش تمام شماري انتخاب شدند. نتايج به دست آمده شامل دو قسمت مي باشد كه در ابتدا به رتبه بندي گويه هاي ميزان رضايت از فعاليت در دفاتر فاوا روستايي، وضعيت موجود و مطلوب ارايه خدمات الكترونيكي با استفاده از ضريب تغييرات پرداخته شد و سپس وجود شكاف بين اين دو وضعيت مورد واكاوي قرار گرفت كه نتايج نشان مي دهد بين وضعيت موجود و مطلوب ارايه خدمات دولت الكترونيك در مناطق روستايي مورد مطالعه با استفاده از آزمون tهمبسته در سطح 05/0 و با مقدار 33/6 تفاوت معنا داري وجود دارد كه بيانگر وجود شكاف و فاصله بين اين دو وضعيت مي باشد.

The informative society is seen as the central element of rural development at the beginning of the third millennium and the development of information technology and communication in villages has always been considered in current summits across the world. Nowadays, information and communication technology service offices are the basis of electronic government. Therefore, recognition of these offices is necessary for sustainable rural development. The purpose of this research was a comparative analysis between the current situation and the desirable situation of e-government services in the rural districts of the Hamedan province as perceived by their directors (Hamedan, Bahar and Famenin Counties). The study population consists of 91 respondents who were chosen and studied through the census method. The findings of this research study consist of two sections. The items related to satisfaction with the activities in information and communication technology service offices were prioritized in the first section. Moreover, the current and the desirable conditions for electronic service provision were identified. The gap between these two were analyzed in the second section. The results indicate that there is a significant difference between these two conditions of electronic service provisions in rural areas. This significant difference was recognized through the paired T test at the 0.05 level with 6.33 value that illustrates the existence of a gap between these two situations.
