چكيده فارسي :
فاضلاب مراكز درماني حاوي آلاينده هاي مختلف شيميايي، بيولوژيكي و هسته اي است. بنابراين اين فاضلاب يكي از خطرناك ترين انواع فاضلاب مي باشد و نياز به تصفيه قبل از دفع آن وجود دارد. چنانچه فاضلاب مراكز درماني به درستي مديريت نشود، انواع آلاينده هاي نامبرده وارد محيط زيست شده و همچنين به انسان آسيب مي رساند. به علاوه حتي در صورت احداث تصفيه خانه اين امكان وجود دارد كه با انجام عمليات خرابكارانه، فاضلاب به درستي تصفيه نشده و به محيط پذيرنده وارد شود. كلانشهر رشت پرجمعيت ترين شهر شمال كشور بوده و به دليل دفع انواع فاضلاب ها بدون تصفيه مناسب، رودخانه هاي آن بسيار آلوده است. از اين رو در تحقيق حاضر با استفاده از روش اسنادي و پرسش شفاهي از متخصصان، لزوم احداث تصفيه خانه فاضلاب براي بيمارستان ها و ساير مراكز درماني كلانشهر رشت بررسي شد. همچنين فاكتورهاي طراحي با رويكرد پدافند غيرعامل و ملاحظات پدافند غيرعامل در اين خصوص ارايه شد. نتايج تحقيق نشان داد كه تنها راه قابل قبول براي دفع اصولي فاضلاب بيمارستاني احداث تصفيه خانه اي در همان محل يا بهره برداري از تصفيه خانه اي مشترك با مديريت يكپارچه با ديگر مراكز درماني در محلي نزديك مي باشد. مطميناً براي بيمارستان هاي در حال كار فاقد تصفيه خانه فاضلاب بايد ضمن اولويت بندي، اعتبار كافي جهت احداث تصفيه خانه تامين شود. به علاوه در صورت كمبود فضا، مي توان از پكيج كامل تصفيه خانه يا طرح تصفيه خانه مشترك فاضلاب با مديريت يكپارچه بهره برد. همچنين با توجه به انواع مختلف تهديدها و مخاطرات موجود، نياز است كه ملاحظات و الزامات پدافند غيرعامل در طراحي و اجراي تاسيسات فاضلاب مراكز درماني لحاظ شود. بدين ترتيب آسيب پذيري اين تاسيسات كاهش مي يابد.

Health centers wastewater contains different nuclear, biological and chemical pollutants. Thus, the wastewater is one of the most dangerous kinds of sewage and there is a need for treatment before disposing of it. If health centers wastewater doesn’t manage properly, kinds of the mentioned pollutants will enter the environment and also damage human. In addition, even if the wastewater treatment plant to be built, there will be the threat that by carrying out sabotage operations, the wastewater doesn’t treat properly and enters to host environment. Rasht metropolis is the most populous city in the north of Iran, and owing to disposing of kinds of wastewater, without adequate treatment, its rivers are so polluted. Therefore in this study using documentary method and asking oral questions of experts, the necessity of construction of wastewater treatment plant was investigated for hospitals and other health centers in Rasht metropolis. Also planning factors with passive defense approach and passive defense considerations were proposed in this case. The results showed that construction of a wastewater treatment plant in the same place or utilization of a joint wastewater treatment plant with an integrated management together with other health centers in a near place, are the only acceptable ways for adequate disposal of hospital wastewater. Certainly, for hospitals working without wastewater treatment plant, in addition to prioritize them, sufficient funds must be financed. Moreover, if lack of space, full package of wastewater treatment plant and joint wastewater treatment plant project with integrated management plan can be used. Due to the different types of existing threats and hazards, it is required that passive defense considerations and requirements to be considered in the planning and performing of wastewater installations of health centers. In this way, vulnerability of the installations is decreased.
