Identification and Prioritization of Geopolitical Factors Effective on the Local Security by Using Multi Criteria Decision Making Technique( MCDM)

علم ژيوپليتيك را مي‌توان با‌توجه به ارتباط گسترده‌اي كه ميان سياست، قدرت و جغرافيا برقرار مي‎كند، دانش تامين‎كننده امنيت در سطوح مختلف دانست كه علاوه‌بر نقش‌آفريني در سطوح مختلف امنيت بين‎المللي، منطقه‎اي و ملي، در سطح امنيت محلي نيز داراي نقش‎هاي موثر هستند. مقاله حاضر با هدف شناسايي و اولويت‌بندي عوامل ژيوپليتيكي موثر بر امنيت داخلي با استفاده از روش تصميم‌گيري چندمعياره (MCDM) به رشته تحرير درآمده است و تلاش مي‌كند به پرسشِ اصليِ «عوامل ژيوپليتيكي موثر بر امنيت داخلي كدامند؟» و پرسشِ‌ فرعيِ «عوامل ژيوپليتيكي موثر بر امنيت داخلي چه اولويتي نسبت به همديگر دارند؟» پاسخ دهد. براي پاسخ به اين پرسش‌ها، عوامل ژيوپليتيكي در قالب 6 گروه و 49 زيرگروه مورد بررسي قرار‌گرفتند. اين پژوهش با روش توصيفي- پيمايشي صورت‌گرفته و جامعه آماري آن نخبگان دانشگاهي آشنا با مفهوم امنيت ملي بودند كه با روش نمونه‌گيري تصادفي خوشه‌اي انتخاب شدند. براي جمع‌آوري اطلاعات از پرسشنامه محقق‌ساخته استفاده شد كه ضريب آلفاي كرونباخ برابر 966/0 است و براي تجزيه‌و‌تحليل داده‌ها از آزمون‌هاي تحليل عاملي تاييدي، آزمون كولموگروف- اسميرنوف و آزمون تي ‌تك‌نمونه‌اي و همچنين براي اولويت‌بندي عوامل از روش AHP و TOPSIS استفاده شد كه عمده‌ترين نتايج آن به اين قرار است: عوامل طبيعي، سياسي، امنيتي، اقتصادي، اجتماعي و فرهنگي و به‌عنوان عوامل ژيوپليتيكي موثر بر امنيت محلي به‌ترتيب اولويت زير مي‌باشند: عوامل اقتصادي، عوامل سياسي، عوامل اجتماعي، عوامل فرهنگي، عوامل امنيتي و عوامل طبيعي.

Geopolitical science, due to the establishment of a great relationship between the policy, power and geography, can be considered as the knowledge of supplying security at different levels, that in addition to playing role at different international, regional and national levels, has effective role at the local security level. The current study was performed with the aim of identifying and prioritizing the effective geopolitical factors on the local security by using Multi Criteria Decision Making Technique ( MCDM) and tries to answer the main question that "what are the effective geopolitical factors on the local security? And the secondary question that what priority have the effective geopolitical factors on local security of each other?To answer these questions, the geopolitical factors were studied in 6 groups and 49 sub groups. This research was performed by descriptive-surveying method and its statistical society were the academic elites who were familiar with the concept of national security which were selected by cluster random sampling method. For gathering data, the researcher made questionnaire was used that Cronbachʹs Coefficient Alpha is equal to 0.966 and for data analysis, Confirmatory Factor Analysis, Kolmogorov Smirnov and one sample T-test were used and also for factorsʹ prioritizing, AHP and TOPSIS method were used that their main findings are as the following: natural, political, security, economical, social and cultural factors as the effective geopolitical factors on the local security are prioritized as the following: Economical, political, social, cultural, security, and natural factors.
