بررسي نقش پليس در جامعه ايراني و سطح بين المللي در پيشگيري از وقوع جرم

Investigating the role of the police in Iran and international level

مفهوم جرم در لغت به معناي "تجاوز و گناه"، "قطع كردن، واداركردن"، "ذنب، تعدي، بزه، جناح، عصيان، اثم، مأثم، معصيت و خطا" ميباشد. در ماده 2 قانون مجازات اسلامي مصوب 1392 آمده: هررفتاري اعم ازفعل يا ترك فعل كه درقانون براي آن مجازات تعيين شده است جرم محسوب ميشود. پيشگيري هم درلغت به معناي"جلوگيري، عمل پيشگير، دفع، منع، تقدم به حفظ" آمده است. وقوع جرم پديده اي تاريخي وجهاني است كه از چالش هاي اساسي زندگي امروزه متفاوت و عمدتاً رويكرد كيفر و مجازات غالب بوده است باتوجه به افزايش دايمي جرم وجنايت، عدم كارايي ثابت شده است. هدف از اين پژوهش بررسي نقش پليس دراجتماع و پيشگيري از وقع جرم درايران و درسطح بين المللي ميباشد كه آيا پليس قضايي ميتواند تاثير مثبتي در روند مسائل اجتماعي مردم گذاشت كه جرم كاسته شود يا خير؟ در ايـن ميـان توجـه بـه چالشهاي اساسي حوزه پيشگيري و مقابله با جرم، مراكز دخيل در ايـن مسـئله، چشـم انـداز اوليه و چشم انداز مطلوب نقشي بسيار مهم در مديريت علمـي و صـحيح ايـن حـوزه داشـته و بخش مهمي از مشكلات امنيتي كشور را حل خواهـد كـرد كـه در ايـن مقالـه بـه بررسـي آنهـا خواهيم پرداخت

The concept of crime in the word means "transgression and sin", "interruption, compulsion", "denial," "victimization," "victimization," "faction," "transgression," "impunity," "mischief," "sinfulness and error." Article 2 of the Islamic Penal Code of 2013 states: Either the activation or the abandonment of the verb which is prescribed in the law for that punishment is considered a crime. Prevention also means "prevention, prevention, exclusion, prohibition, priority for preservation". The occurrence of crime is a historical and global phenomenon that is different from the basic challenges of today's life, and mainly the approach to punishment and punishment. The purpose of this study is to determine how the police function and its functioning in the community, whether the judicial police could have a positive effect on the social issues of the people, in order to reduce the crime. The findings of crime prevention, confronting the offender, and administering justice are the responsibility of the organization and will solve a significant part of the country's security problems, which we will review in this article.
