چكيده فارسي :
از زماني كه مفهوم "حكمراني خوب "براي اولين بار از سوي بانك جهاني در سال 1996 مطرح شد، به زبانهاي مختلف و با معيارهاي متعدد و متنوعي مورد تبيين قرار گرفته لذا ابتدائا و در مقام تعريف و تبيين اين مفهوم و اصول حاكم بر آن، مبحث اول تحت عنوان كليات درنظر گرفته شده است كه با مداقه در برخي تعاريف در دسترس و اصول حاكم، مي توان گفت كه حكمراني خوب يك مشي حكومتي و داراي اصول و معيارهايي از قبيل شفافيت، پاسخگويي، حاكميت قانون و... است كه به اداره امور عمومي پرداخته و در راستاي تضمين و تحقق ارزش هاي حقوق بشري گام بر مي دارد. از آنجايي كه پيوندي انكار نشدني في ما بين حكمراني خوب و حقوق بشر وجود دارد، ابتدا به نحوه ارتباط اين دو مفهوم در گفتار اول و سپس در گفتار بعد، به راههاي حمايت و تحقق حقوق بشر از طريق حكمراني خوب اشاره شده و با توجه به موارد عملي كه از سوي سازمان ملل و بدنبال برگزاري سميناري در همين راستا منتشر شده به تجربه هاي دو كشور نيز در استراتژي هاي مذكور پرداخته شده است.
