امنيت هويت‌محور بين‌المللي جمهوري اسلامي ايران از منظر امام خميني(ره): فراسوي دولت ـ ملت محوري

The international Security of Identity-Oriented of the Islamic Republic of Iran From the Perspective of Imam Khomeini (RA): Beyond the Statism

امنيت هر جامعه‌اي از دو بعد ملي (درون‌مرزي) و بين‌المللي (برون‌مرزي) تشكيل مي‌شود. هرچند امنيت ملي ركنِ اساسي حفظ و بقاي دولت ـ ملت محسوب است، اما امروزه به دليل پيچيدگي روابط بين جوامع اهميت و كاركرد امنيت بين‌المللي افزايش يافته، به‌گونه‌اي كه امنيت ملي در هر جامعه‌اي پيوند تام با امنيت بين‌المللي آن جامعه دارد. هدف اين نوشتار، بررسيِ انديشه امام خميني(ره) در باب امنيت بين‌المللي جمهوري اسلامي ايران است. بر اين مبنا، سوال اصلي نوشتار اين است كه فرادولت‌گرايي و فراوستفاليايي‌گري بر مبناي انديشه امام(ره) چگونه مي‌تواند براي تحقق امنيت بين‌المللي ايران به‌كار گرفته شود. استدلال پژوهش حاضر اين است كه با توجه به پسااستعماري بودن انديشه‌ي امام(ره) در باب امنيت بين‌الملل (كه ما آن را فراوستفاليايي‌گرايي مي‌ناميم) در گفتمان ايشان نوعي نگاه دين‌محور و اخلاق‌گرايي هنجاري مستتر است كه براساس آن امنيت بين‌الملل را تعريف مي‌كند و ويژگي‌هاي آن را با تكيه بر عدالت، وحدت، انسجام و مقابله با نظم هژمونيك ظالمانه‌ي موجود بيان مي‌كند. در اين نوشتار نخست، چهارچوب مفهوميِ گفتمان سياست خارجي امام(ره) و سپس ابعاد گوناگون اين گفتمان در اَيستار سياست خارجي ايران بررسي مي‌شود و در آخر چگونگي تاثير نگاه امام بر خوانش امنيت بين‌المللي مورد نظر وي بيان مي‌شود.

The security of any society consists of two dimensions: national or internally and international. Although national security is at the core of the preservation and survival of the nation-state, but today, due to the complexity of relations between societies, the importance and function of international security has increased, so that national security in any society has a strong link with the international security of that society. Hence, the main purpose of this article is to study the thought of Imam Khomeini regarding international security of the Islamic Republic of Iran. So, the main question of the paper is how trans-Statism and trans-Westphalianism based on Imamʹs thought can be used to achieve international security of Iran? The reasoning of this study is that, with regard to the Imamʹs thought about international security is post-colonialism, which we call it trans-Westphalianism, a kind of centralization of religion and normative ethics in its discourse is based on which Defines international security and its features by relying on justice, unity, cohesion and confronting the outrageous hegemonic order of the present. To achieve the result, this paper attempts to first examine the conceptual framework of the foreign policy discourse of Imam Khomeini(RA). Then, the different dimensions of this discourse are discussed in the context of Iranʹs foreign policy, and finally, how Imamʹs view about the international security is expressed.
