Identify and prioritize factors affecting the efficient use of fleet capacity rail

توسعه زيرساخت هاي حمل ونقل يكي از نيازهاي اساسي كشور است. معيارهايي از قبيل سرعت، راحتي، ايمني و قابليت اعتماد و آماده به كاري سيستم حمل ونقل از شاخص هاي مهم ارزيابي سيستم ها توسط مسافرين و صاحبان كالا جهت انتخاب حمل ونقل مناسب است. با توجه به هزينه بالاي سرمايه گذاري براي خريد ناوگان و احداث خطوط جديد و تقاضاي روزافزون حمل ونقل ريلي، استفاده بهينه از ظرفيت هاي ريلي، بسيار حائز اهميت است. در اين مقاله ابتدا با مرور ادبيات، مطالعات ميداني و مصاحبه با خبرگان در حوزه هاي مختلف ريلي مولفه هاي تاثيرگذار بر بهره وري در بخش هاي مختلف استخراج شده است. اين مولفه ها در حوزه هاي زيرساخت، ناوگان، سير و حركت، بازرگاني و نيروي انساني مشخص شده است. پرسشنامه اي بر اساس معيارها و مولفه هاي موثر تدوين شده و در ميان كارشناسان و خبرگان اين صنعت توزيع گرديده است. پس از جمع آوري پرسشنامه ها آزمون هاي آماري، آلفاي كرونباخ، نرمال بودن توزيع، توصيف آماري داده ها انجام شده و با استفاده از آزمون فرض ميانگين جامعه (آزمون t) درستي فرضيه هاي مطرح شده اثبات گرديده است. نهايتاً اولويت بندي عوامل موثر بر استفاده بهينه از ظرفيت ناوگان ريلي با كاربرد روش تخصيص خطي از متدهاي تصميم گيري چند معياره ارائه شده است.

Development of transportation infrastructures is one of the basic requirements of each country. The criteria such as speed, comfort, safety, reliability and ready to work transportation system are the most important indexes for the assessment of the systems by passengers and the goods owners for selecting the suitable transportation. Considering the high cost of investment for purchasing fleet and building the new tracks and ever- increasing demands, the best using of rail capacities is very important. In this paper first the components affected on productivity in different section have been identified by reviewing the literature, field studies and interview with the experts in the different rail sections. These components have been determined in the areas of infrastructure, fleet, mobility, commercial and human resources. A questionnaire based on the effective criteria and components is prepared and distributed between the experts in this field. After collecting the questionnaires, the statistics test, the Cronbach's alpha, distribution normality, data statistical description have been made and by using the one- sample t test the correctness of the proposed hypothesis has been proved. Finally the prioritization of the factors effected on the best utilization of the rail fleet capacity have been submitted by using the linear assignment of multi- criteria decision making methods.
