بررسي تاثير مخارج تحقيق و توسعه بر رشد اقتصادي در كشورهاي نفتي عضو اوپك

Investigating the Impact of Research and Development Expenditures on Economic Growth in OPEC Member Countries

امروزه فعاليت هاي تحقيق و توسعه، بستر اوليه و اساسي براي انتقال از اقتصاد منابع محور به سمت اقتصاد دانش محور دركشورهاي جهان به شمار مي آيد و زمينه شكل گيري فعاليت هاي دانش محور و تحقيق محور را فراهم مي كند. شكاف علمي كشورهاي توسعه يافته و در حال توسعه نيز براساس سهم تحقيق و توسعه در فعاليت هاي مختلف اقتصادي، اجتماعي و سياسي آنها سنجيده مي شود. نگرش علمي به مسايل مختلف اقتصادي، سياسي و اجتماعي منشاء تحقيق و توسعه است و راهگشاي بسياري از مشكلات در اين زمينه ها خواهد بود. در رابطه با رشد اقتصادي مطالعات وسيعي صورت گرفته است اما براي درك ارتباط آن با مخارج تحقيق و توسعه مطالعات كمي صورت گرفته است. لذا بايد ارتباط بين مخارج تحقيق و توسعه و رشد اقتصادي بيشتر شناسايي شده و مخصوصا بررسي تاثير اين عامل بر رشد اقتصادي در كشورهايي كه از فراواني منابع طبيعي برخوردار هستند ضرورت مي يابد. به همين منظور در اين تحقيق به بررسي تاثير مخارج تحقيق و توسعه بر رشد اقتصادي در كشورهاي نفتي عضو اوپك خواهيم پرداخت تا نقش و اهميت اين عامل در رشد اقتصادي اين كشورها مشخص گردد. در اين تحقيق براي نشان دادن نقش تحقيق و توسعه در توليد از يك مدل غير خطي تابع توليد كه مبتني بر شكل نظري تابع كاب-داگلاس است استفاده شده است. دربرآورد الگوي تجربي رشد اقتصادي كشورهاي مورد بحث از روش پانل ديتا در دوره 2008-1998 استفاده شده است. نتايج مبين وجود رابطه مثبت ومعني دار بين مخارج تحقيق و توسعه و رشد اقتصادي در اين كشورها مي باشد.

Today, research and development activities are a primary and fundamental part of the transition from resource-centric economy to a knowledge-based economy in the world’s countries and provide the basis for the formation of knowledge-based and research-based activities. The scientific gap between developed and developing countries is also measured by the contribution of research and development in their various economic, social and political activities. The scientific attitude to various economic, political and social issues is the origin of research and development and will be the solution of a lot of problems in these areas. In relation to economic growth, extensive studies have been done, but to understand its relation with research and development, few studies have been done. Therefore, the relation between research and development expenditures and economic growth has to be more identified and especially the study of the impact of this factor on economic growth in countries that have an abundance of natural resources will be necessary. For this purpose, in this study we will examine the impact of research and development expenditures on economic growth in OPEC member countries in order to determine the role and importance of this factor in their economic growth. In this study, a nonlinear production function model based on the Cobb-Douglas function theory is used to show the role of research and development in production. In the estimation of the empirical model of economic growth in the countries under discussion, the data panel method was used during the period 1998-2008. The results indicate that there is a positive and significant relationship between research and development expenditures and economic growth in these countries.
