شناسايي عوامل موثر بر مديريت كيفيت خدمات در سازمان ملي زمين و مسكن

Identification the Factors Affecting the Quality of Service Management in the National Land and Housing Organization

سير تكامل دانش بشري و تحول در نظام هاي اداري كشور بدون انجام تحقيقات كاربردي و داشتن برنامه متوازن در تمامي حوزه هاي رفتار سازماني ممكن نمي باشد. لذا هدف مقاله حاضر شناسايي عوامل موثر بر مديريت كيفيت خدمات در سازمان ملي زمين و مسكن است. تحقيق حاضر از حيث هدف كاربردي و از نوع اكتشافي است. مجموعه عوامل يا عناصر اصلي تشكيل دهنده سيستم مورد نظر تحقيق به روش تكنيك ISM يا دلفي با توافق جمعي خبرگان پس ازغربال سازي معلوم گرديد. روش پژوهش به صورت كيفي است و داراي دو مرحله تعريف مباني و مفاهيم پايه مرتبط با مسئله و انتخاب تيم خبرگان مي باشد. تيم خبرگان سازمان متشكل از تعداد 11 نفر از افراد ذيصلاح و عمدتاً از مديران مياني و صاحب نظر سازماني مي باشند. در اين تحقيق با بررسي پيشينه تحقيق و شاخص هاي سازماي ملي زمين و مسكن، 8 عامل موثر بر مديريت كيفيت خدمات در سازمان ملي زمين و مسكن مشخص شد: منابع انساني، اصلاح ساختار، توسعه خدمات الكترونيك، رقابتي نمودن خدمات، ارزيابي عملكرد، رعايت حقوق ذينفعان، ابزار آلات و امكانات و رهبري. به كمك تيم خبرگان به بررسي اهميت عوامل مختلف پرداخته شد و پس از تعيين عامل ها زير عامل هاي آن مشخص گرديد. پس از امتياز دهي به زير عامل هاي شناسايي شده بر اساس طيف ليكرت حداقل امتياز 1 حداكثر امتياز 9، محاسبه امتياز كسب شده هر زير عامل از مجموع نظرات خبرگان و بدست آوردن ميانگين امتياز نظرات خبرگان و غربالگري از طريق حذف و همپوشاني زير عامل هاي تكراري و انتخاب 2 زير عامل كه داراي بالاترين امتياز مي باشد بر اساس نظر خبرگان در نهايت 16 عامل شناسايي گرديد. با درنظر گرفتن عوامل شناسايي شده در مديريت كيفيت خدمات سازمان ملي زمين و مسكن قطعاً تحقيق كاربردي در زمينه هركدام از عوامل مي تواند زمينه برنامه ريزي كاملي را فراهم سازد.

The evolution of human knowledge and transformation in the administrative system of our country is impossible without conducting applied research and having a balanced program in all areas of organizational behavior. Therefore, this paper has aimed to identify the factors influencing the quality of service management in the National Land and Housing Organization. This is an applied and exploratory research. The set of factors or main elements comprising the system was identified by ISM or Delphi technique with the experts' consensus after screening. A qualitative research method has been used in this study with the two stages of defining the basic concepts related to the problem and selecting the team of experts. The organization's team of experts includes 11 individuals mostly the middle managers of the organization. Having analyzed the research background and indicators of the National Land and Housing Organization, the researchers identified the following 8 factors as the factors influencing the quality of service management at the National Land and Housing Agency: human resources, structural reform, development of electronic services, competitive services, performance appraisal, observance of stakeholders' rights, tools and facilities, and leadership. Helped by the team of experts, the researchers examined the importance of various factors and after determining the factors, they determined their sub-factors. After rating the identified sub-factors based on the Likert Scale with the minimum score of 1 and the maximum score of 9, calculating the scores of each of the sub-factors from the sum of experts' opinions, obtaining the average score of experts' opinions and screening by eliminating and overlapping the repeated sub-factors and selecting the two lowest-rated factors, the researchers finally identified six factors based on the experts' opinions. Considering the identified factors in the quality of service management of the National Land and Housing Organization, an applied research in this field on each of the factors can certainly provide the background for complete planning in this area.
