Evaluation of the Changes in the Per capita Levels of the Residential Land Use of the Central Texture of Ilam City during the 70s and 80s and a Comparison of the Current Situation with the Proposed Comprehensive and Detailed Plans

مهمترين عامل در كاربري اراضي، سرانه و سطوح كابري مسكوني در بافت مركزي است، بنابراين كاربري اراضي شهري مجموعه اي هدفمند از فعاليت هايي است كه محيط مصنوع را سامان مي بخشد. بررسي كاربري مسكوني در محدوده بافت قديمي و مركزي شهرها از اهميت خاصي برخوردار است، زيرا با وجود آنكه بافت مركزي تنها بخشي از كل مساحت شهر را در بر گرفته، اما از لحاظ نوع، كيفيت وموقعيت شان در داخل بافت، تاثير بسياري بر ساير كاربري ها مي گذارند. هدف اين پژوهش، بررسي روند تغييرات سرانه و سطوح كاربري مسكوني بافت مركزي شهر ايلام در دهه هاي 70 و 80 و مقايسه وضع موجود با طرح هيا جامع و تفصيلي پيشنهادي است. روش پژوهش، توصيفي - تحليلي و پيمايشي مسايل و كمبود كاربري مسكوني بافت مركزي شهر ايلام به صورت كمي و كيفي مي باشد؛ بنابراين با لحاظ كردن شرايط اجتماعي، اقتصادي و كالبدي شهر اين مهم بررسي شده، عوامل موثر بر تغييرات كاربري اراضي مسكوني بافت مركزي شناسايي گشته و اثرات اين تحولات را طي دهه هاي 70 و 80 را شناسايي، ارزيابي و با استفاده از سيستم اطلاعات جغرافيايي (Gis) به تجزيه و تحليل وضع موجود و مقايسه با افق طرح هاي جامع و تفصيلي پرداخته شده است. در ادامه با مقايسه نمودن آمار و اطلاعات مربوط به سطوح و سرانه وضع موجود كاربري مسكوني با استانداردهاي شهري و افق طرح ها، مقدار كسري يا حتي اضافه بودن سطوح و سرانه را محاسبه و به صورت جداول و نمودار ترسيم گرديده است تا در تحليل هاي نهايي مورد استفاده واقع شوند.

The most important factor in land use is the per capita level of residential use in the central texture, so the urban land use is a purposeful set of activities that serve to regulate and organize the built environment. It is of particular importance to examine the residential land use in the old and central texture of cities, and the central texture has a considerable impact on the other land uses in terms of its type, quality and location within the texture although it is only one part of the total area of the city. The aim of this study is to evaluate the trend of changes in per capita levels of the residential use of Ilam's central texture during the 70s and 80s and to compare the current situation with the proposed comprehensive and detailed plans. The research has been conducted with a descriptive-analytical and survey research method and the issues and shortcomings of the residential land use of the central texture of this city have been discussed both quantitatively and qualitatively. To achieve this, we have considered the social, economic and physical conditions of the city, identifying the factors affecting the changes in the land use of the residential lands in the central texture, identifying and evaluating the effects of these changes during the 70s and 80s to identify, and finally analyzing the current situation using geographic information system (Gis) and comparing it with the horizons of the comprehensive and detailed plans. Finally, via a comparison of the figures and data related to the existing levels and per capita of the residential land use with the urban standards and the horizons of the plans, we have calculated the deficit or surplus levels and per capita and displayed them in the form of tables and graphs in order to use them in the final analyses.
